DAI is currently seeking a Provincial Coordinators for KP and Sindh for an anticipated five-year USAID-funded Building Healthy Families Activity in Pakistan. Provincial Coordinators will act as the provincial focal person. She/he will oversee and supervise program activities in KP or Sindh and work closely with the DCOP in identifying technical needs of the Activity and develop and implement technical assistance accordingly for an effective and efficient implementation of program activities.

The Building Healthy Families Activity aims to improve family health outcomes through increased uptake and continuation of FP/MNCH services; and mitigate the secondary health impacts of the COVID-19 pandemic and other public health threats by strengthening national and select provincial level health systems (primarily Khyber Pakhtunkhwa and Sindh). This activity will increase utilization of quality voluntary FP/MNCH services primarily among young and newly married couples in order to improve healthy timing and spacing of pregnancies. This will be accomplished through targeted technical assistance that improves the capacity of public and private sector institutions and legal frameworks to deliver primary health services, including FP/MNCH services; seeks new approaches to expand quality FP/MNCH products and services; and develops evidence-based behaviour change interventions focused on youth and men. The new activity will build on evidence and lessons learned from previous USAID/Pakistan health programs to address low utilization of FP services by addressing the key social and behavioural determinants of modern contraceptive use, and improving the quality and resilience of FP/MNCH service delivery for scaling up FP and MNCH interventions.

Provincial Coordinators will be responsible to assist DCOP for overall program activities of the Building Healthy Families Activity at the provincial level.

Key Roles and Responsibilities

  • Under the direct supervision of the Deputy Chief of Party, lead planning, implementation, and reporting on activities at the provincial levels.
  • Ensure effective implementation of ongoing program activities, working with the technical team and provincial teams to develop and regularly update work plans, spending plans and targets, and assist in internal controls and risk management.
  • Identify challenges, obstacles and issues that impact program implementation and work with DCOP and provincial teams to address these in a timely manner.
  • Liaise effectively with and build partnerships with key provincial stakeholders, including government officials, government service providers, donors, local NGOs, and private sector providers.
  • Lead provincial teams, supporting and building their capacity as needed to carry out their work in support of activity objectives.
  • Produce high-quality program reports that highlight accomplishments, challenges, and progress toward goals in relation to the agreed upon activity work plan. Contribute to feedback loops as part of adaptive management, drawing from a contextual understanding of the province, measuring performance, and adapting implementation as necessary to achieve activity results.
  • Coordinate with the Senior M&E Advisor and M&E team to ensure timely data collection and reporting and to highlight program best practices and lessons learned.
  • Ensure timely implementation of activities, in accordance with program schedules.
  • Oversee provincial-level financial, operations, and administrative processes and procedures that meet activity needs and in alignment with DAI and USAID requirements.
  • Perform other duties and responsibilities assigned by the DCOP and Chief of Party.


  • BA/BS degree in relevant field; a Master’s degree is preferred.
  • Demonstrated experience in a range of practical, technical and interpersonal skills necessary for extending and strengthening priority health services and systems in provinces.
  • Experience of designing, managing and supporting the implementation of key components of a FP/MNCH or similar program, including preventing and responding to COVID-19 and other public health threats.
  • Demonstrated capacity to liaise and negotiate with key provincial stakeholders, including government officials, government service providers, donors, local NGOs, and private sector providers.
  • Significant development experience in KP and/or Sindh provinces, with contextual knowledge of local languages and norms.
  • Demonstrated experience as a supervisor, effectively managing and mentoring staff in performing their roles to the best of their ability and in support of the activity’s overall impact.
  • An ability to collaboratively develop work plans and prepare schedules and step-by-step activity plans. Strong reporting ability and appreciation of monitoring and evaluation tools and systems.
  • Ability to work under pressure and deliver under tight deadlines on a continual basis.
  • Superior interpersonal and communication skills.
  • Excellent written and spoken English.
  • Strong working knowledge of Microsoft Office, including Excel.
