Project Name and Objective. USAID Small and Medium Enterprise Activity (SMEA) Contract Number AID-391-C-17-00003. SMEA’s development hypothesis is that SME-led economic growth will result in poverty reduction, job creation, and entrepreneurship development contributing to increased GDP. SMEA will increase incomes and employment in project-assisted economic sectors and improve the enabling environment for private sector led growth in Pakistan. This activity will contribute to achieving USAID/Pakistan’s “Development Objective: “Improving economic status of focus populations.” SMEA will achieve the following objectives and sub-objectives:

  • Objective 1: Improved Business Enabling Environment (BEE)Improved Government of Pakistan (GOP) ability to develop and implement reforms of policies, laws and regulations
  • Strengthened private sector and civil society engagement in policy-making
  • Objective 2: Improved economic performance of focus enterprises
      • Improved economic performance in select sectors
      • Improved technological readiness and innovation
      • Increased access to markets
      • Increased access to finance
      • Enabled women SMEs run profitable business
      • Sub-objective 3.2.2B: Improved technological readiness and innovations (Pakistan Challenge Fund for Technology and Innovation)
        • Technical assistance to ICT firms to develop and market new technologies to enhance competitiveness in selected sectors
        • Creation and diffusion of innovative, sustainable, and scalable ICT and business solutions to improve the competitiveness of Pakistani SMEs
        • Collaboration between industry and academia addressing supply side constraints in terms of trained labor
        • Commercialization of ICT research
        • Increased technology literacy

 

Position Classification. Long-Term Local Professional Staff.

 

Estimated Duration of Assignment. 6 to 9 months. Based in Islamabad, Pakistan.

 

Ultimate Authority and Chain of Command. Ultimate field supervision and authority for all project personnel and all aspects of project activities rests with the Chief of Party or his/her designee, and in the Chemonics home office, with the project management unit (PMU) Director. The individual holding this position shall take no managerial or technical direction from any individual who is not formally employed in the chain of command between the individual and the Chief of Party, the Chief of Party’s designee, or the PMU Director.

 

Reporting Responsibilities. For all routine day-to-day responsibilities and duties, either directly or indirectly related to this position description, the individual holding this position shall report directly to, and be supervised by, Chief of Party (COP) his/her designee.

 

Specific Tasks:

As directed by the supervisor for this position, or by the Chief of Party or the Chief of Party‘s designee, the individual holding this position shall perform and support the performance of the following specific tasks:

 

Specific tasks of the Communications Specialist will be as follows:

Development and Review of Strategic Documents and Standardized Templates for SMEA’s Communication Material

 

  • Take lead in development, updating, and implementation/operationalization of SMEA’s Communication strategy and Branding and Marking Plan.
  • Development of templates with guidance notes/instructions on use for project reports, planning documents, fact sheets, press releases, PPTs, banners and event backdrops, brochures, etc.
  • Finalize project’s monthly, quarterly and annual reports as per USAID’s writing, branding and marking guidelines.
  • Liaise with the USAID communications team for communication and branding approvals for project materials.

Writing:

 

  • Write and deliver press releases, event briefs, media relations content, fact sheets, one- pagers, case studies, investment and corporate newsletter content, and talking points; write and organize background briefings for media.
  • Coordinate with various partners and USAID teams to write and/or edit articles for globally distributed USAID news publications.Develop drafts for SMEA’s success stories and conduct field visits for associated photography;

Event Management:

 

  • Effectively manage and complete all pre and post event tasks, includes all necessary documentation, materials, branding and marking requirements aligned for every training program to ensure quality of service delivered at each training/event; management of consultant (photographers, media house, journalist etc. that we will hire from time to time)
  • Prepare agendas, and conduct research for all events;
  • Coordinate with the Operations Team to assist in event management related tasks for project’s events including site visits, venue finalization, and branding;
  • Complete preparations before and during the execution of events, i.e. preparing brand aligned training folders, inserts, name and table tags, charts, tables, etc., in English and Urdu.

 

Coordination:

  • Maintain strong relationships with internal and external key stakeholders including media to ensure proper dissemination of the key communications material;
  • Coordinate with component and technical leads, provincial and district staff as necessary to perform Communication duties including providing guidance on priority areas for attention/action and assistance to draft/write project success stories.
  • Coordinate conferences, seminars, workshops, roundtable meetings, and core advocacy group meetings.
  • Coordinate with advertising agencies, graphic houses, printers, video and audio production and editing houses, documentary makers, regional language translators and Urdu copy writers, media and public relation firms, stall/pavilion fabrication firms, infographics and animation designers, and other vendors for project workshops, conferences, and other significant activities;
  • Work with project’s grantees and beneficiaries to help them conduct outreach activities as per USAID’s branding and marking guidelines;
  • Ensure proper reporting, filing and archiving of all relevant administrative, technical and programmatic communications documents both.
  • Maintain data and record of all communications related documents including press clippings in electronic and hard copy files;
  • Proactively research updated USAID communications policies and regulations to ensure compliance of communications activities;
  • Maintain and regularly update the M&E team’s database with important contacts (USAID, partners, GoP, communication agencies, NGOs/donors, printers, media houses, etc.).


Policy and Procedures. With respect to all policies and procedures related to this position, written guidance in the form of the Project’s Field Personnel and Operations Policy Manual will be issued and updated from time to time that will clarify, modify, and/or establish Project policies and procedures that govern either directly or indirectly the duties and responsibilities of this position.   It is incumbent upon all Project employees to stay apprised of all policies and procedures in the Project’s Field Personnel and Operations Policy Manual, as updated. In addition, should at any time the individual holding this position shall be unclear as to the meaning of any policy and/or procedure presented in these files, or any verbal instructions given by the employee’s supervisor, the employee has the right to request written clarification from the Chief of Party or his/her designee. By signing below, the individual holding this position confirms that the individual has read and understands the Project’s Field Personnel and Operations Policy Manual, as updated.

 

Educational Requirements and Qualifications. The individual holding this position shall possess the following:

Educational Requirements. Advanced degree in journalism, communications, business administration, or other relevant discipline or bachelor’s degree in relevant discipline and at least 7 years of relevant work experience.

Qualifications.

  •  Ability to perform successfully as a member of multiple project-related teams;
  • Strong computer literacy skills required in word processing, presentations, and email, graphics experience a plus;
  • Excellent communications and writing ability;
  • Demonstrated successful interpersonal skills;
  • Work experience in the private sector and in a development project environment is preferred, with work experience in the former being more preferable.
  • At least 5 years of work experience in a position similar to this one with an international organization, preferably with USAID projects.
  • Familiarity with USAID branding and marketing and graphics guidelines.
  • A willingness to travel to all provinces of Pakistan
  • Fluency in English required; Urdu and other Pakistani languages preferred;
