Project Background and Objectives

Delivering Accelerated Family Planning in Pakistan (DAFPAK) programme aims to expand access to quality family planning (FP) services in the public and private sectors. Funded by the UK’s Foreign, Commonwealth & Development Office (FCDO), this initiative has four components, which are implemented by different consortia/partners as described below:

  1. Component 1: Behaviour Change Communication (BCC) implemented by M&C Saatchi
  2. Component 2(a): Private Sector Service Delivery implemented by PSI, MSI and DKT
  3. Component 2(b): Public Sector Service Delivery (PSSD) implemented by Palladium and its partners
  4. Component 3: Enabling Environment - Advocacy and Policy Development led by UNFPA
  5. Component 4: Audits, Third Party Validation, Monitoring and Research led by Integrity

The DAFPAK component 2(b) (i.e., PSSD) started in August 2019. As a result of COVID-19 pandemic, PSSD activities were scaled down during the FYs 20/21 and 21/22. Recently, the DAFPAK PSSD has received a no-cost extension and will implement its interventions in accordance with the revised scope of work. The project will now continue till June 2024.

Building on our previous work, Palladium, and its consortium partner (Pathfinder International) will engage with the provincial and district-level governments in pursuit of four outputs:

  1. Output 1: Improve FP coordination for the implementation of Result-Based Management Frameworks and CCI recommendation at provincial levels
  2. Output 2: Strengthen procurement and distribution of contraceptive commodities to the last mile
  3. Output 3: Bolster FP data systems and build a culture of data demand and evidence use for decision- making
  4. Output 4: Improve access to, and quality of, FP services

Palladium and its consortium partner will strengthen FP service provision in the public sector across 20 districts in three provinces of Punjab (6), Sindh (10) and KP (4). For the delivery of its objectives, DAFPAK PSSD will establish provincial teams comprising of Team Leads and team members supporting M&E, Quality of Care, Coordination, and Ops in each province. The project will also maintain a lean and agile TA support at Islamabad level to strengthen alignment across provincial activities and support federal and provincial collaboration.

Assignment Background

This position provides technical input on quality of care and leads the district quality of care team, ensuring implementation of output 4 of the PSSD workplan. Provides technical leadership to the project under quality of care. With capacity building and developing as a guiding principle, engages closely with government and/or local NGOs on the design, management, and monitoring of quality-of-care activities in the districts and at the province. Assesses technical and training needs, reviews and adapts training materials, and contributes to scaling up successful experiences in implementing best practices in clinical and community settings that lead to increased use of family planning services. Partners with other technical advisors to enable policy, research and programs that benefit women and female children. Works to successfully execute the duties of the DAFPAK

Project.

Key Performance Areas

Major Activities / Responsibilities

 

Strategic Leadership

-        Provides strategic technical leadership and expertise to project sites on the implementation of high quality SRHR and Quality of Care at community levels.

-        Responsible for aligning and integrating project strategies and activities with existing systems,

-        Leads in the development of or providing technical assistance in the global and country-specific approaches, tools and materials supporting tailored approaches for intended populations in FPRH quality of care programs.

-        Coordinates with Provincial Leads and update them of their activities, especially those that need provincial support

-        Actively participate in National Steering Committee and Technical Advisory Group meetings at Sindh, Punjab and KP

-

 

Technical Assistance

-        Builds on existing tools and develops or adapts innovative approaches to ensure the efficiency, acceptability, and impact of FPRH products and services.

-        Work with provincial and national stakeholders to identify and nominate members of technical group from departments of health and population welfare of Sindh, Punjab and KP.

-        Work with the nominated technical leads op develop one-day refresher training module on comprehensive FP services and counselling for HCP and LHWs.

 

 

-        Works with Provincial Leads for endorsement of the one-day refresher training module.

-        Develop, and have endorsed the supportive supervision model for district trainers by nominated technical leads.

-        Design and finalize the ToRs and evaluation process for district based Technical Coordination Committee

-        Provides technical assistance to the project, local partners, and other agencies to assess needs and develop FPRH and quality of care standards and guidance.

-        Support provincial and district governments to provide FPRH and quality of care services that are responsive to the needs of intended populations.

-        Building capacities of government health/FP facility staff on integration of services, improving clinical quality, and expanding the range of contraceptives offered.

Capacity Strengthening

-        Health Care Providers (HCPs) and LHWs.

-          Develop strategy and materials for “needs assessment” of HCPs and LHWs.

-          In consultation with provincial DoH, PWD & RMNCH, draft a training plan with curriculum for master trainers for HCPs and a ToT for LHS.

-          Also develop a training plan with training materials and curriculum for cascade training by master trainers of health care providers and similar training plan for LHWs.

-          Develop a supportive supervision model / approach in consultation with provincial and district stakeholders from DoH, PWD & RMNCH.

-        Develop ToR for district based “Technical Review Committees”. Develop reporting templates for MoVs and other documentation.

-        Training / orientation of District Quality Officers (DQOs) on training methodology and follow-ups.

-        In coordination with DQO conduct ToTs for HCP and LHWs.

-        Monitor and participate in cascade trainings.

-        Review and finalize all MoVs from DQO and submit them to DC.

 

Work in Collaboration with the Pathfinder

Pakistan Team

- Collaborate with Pathfinder Pakistan Team in execution of project complete deliverables for the DAFPAK, which includes direct technical support to the project outcomes.

 

Inter         Provincial Travel:

Visit other project districts and travel to provincial capital, on an agreed frequency, for better provincial and district liaison and coordination

 

Reporting

Data Management

-        Will ensure data is made available with the district teams on agreed time frames and is then processed and shared with Provincial Leads.

-        Should be able to analyse the data in real time for performance management of the province and districts.

 

Monitoring

-     Will monitor cascade training and supportive supervision implementation

 

 

  • Randomly visit assigned facilities for direct observation of quality assurance processes implementation at the health facility level.

Reporting

-            Ensure that district quality officers collect the required data from the health facilities and send it to M&E Coordinators on time.

-            Monitor facility progress on action plans and assist quality officers in organizing the facility data for FP services

-            Ensure that all verification for each activity are received and vetted on agreed timelines

-            Prepare monthly, quarterly and annual report to capture the major events of the program

Minimum Education and Work Experience:

  • Lady Doctor registered with the PMDC/Pakistan
  • 10 years’ experience in working in international development, preferably in implementing programs in developing countries seeking to empower women and female children
  • 5 years’ international non-profit experience
  • Three to five years of clinical experience and familiarity in Family Planning/Maternal and Child Health
  • Experience and familiarity with Quality improvement processes.
  • Experience of training/coaching and familiarity with competency-based training approaches preferred.
  • Technical and clinical skills in the following areas – Family Planning, Public Health
  • Familiar and experience of Specific Public Health System: Foundational knowledge of public health systems.
  • Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices and services of assigned program or project, including program or project strategies and indicators.
  • PC Applications: Foundational knowledge of database and internet applications.
  • The candidate must have the ability to work in a fast-paced environment with an ability to adhere to strict deadlines. Must be able to work independently and respond to queries in a timely manner.
  • Proven ability to write and speak English language.

Preferred Education and Work Experience:

  • Prefer: Master’s degree in related field, such as Master’s in Public Health
  • Prefer: Experience with International Donor Agencies
  • Training Design, Development and Delivery: Foundational knowledge of curriculum design and development. Ability to deliver training to diverse groups.
  • Females with familiarity with context would be preferred.
