1: Introduction:

LASOONA in collaboration with Deutsche Welthungerhilfe (WHH) and funded by the European Union has been implementing five (5) years development-oriented project in selected areas of Swat and Shangla districts of KP province. The main focus of the project is to improve governance and local development processes. The project aims to contribute towards a progressive, democratic, inclusive and empowered society, whereby all development actors including communities, civil society, local government representatives and local authorities carry forward the local development agenda in a synergized and coordinated manner. Being ‘Agents of Change’ Civil Society Organizations (CSOs) and local authorities (LAs) build their effective linkages  through regular dialogue within a jointly recognized and owned space.. Sustainable development goals are more likely to be achieved if citizens and communities are engaged by LAs through inclusive decision-making processes.

Under the project a knowledge and sharing experience national level workshop is planned to be organized in Islamabad, the workshop will be attended by diverse stakeholders where the Civil Society Organizations who implemented projects funded by EU under the CSOs 2016 calls, ‘’Enhancing CSOs’ Contributions to Governance & Development Processes in Pakistan’’ will present their best practices.

The purpose of the workshop is sharing of experiences to cross fertilize the best practices and lesson learned engaging alliance partners and other sister organizations implementing similar EU initiatives. The best practices and lesson learned will be recorded and documented for replication and learning purposes.

2. Terms and conditions related to execution of the assignment:

2.1 Logistics arrangements:  

  • Initial introductory virtual meeting will be facilitated by LASOONA, while rest of the individual meetings with EU alliance implementing partners of CSOs 2016 calls   will be the responsibility of the selected consultant. All the travel, boarding lodging expenditures/arrangements should be covered in the total cost of consultancy, the consultant/ consultancy firm will take full responsibility for all those arrangements.  
  • The cost of workshop (boarding, lodging, food and travel of participants) will be the responsibility of LASOONA. 

2.2: Required documents to be submitted along with proposal:

 In case of Institution/firm needs to submit the following;

1.Technical and financial proposal duly signed.

2. Profile of the institute/firm.

3. CVs of the technical expert, who will facilitate the workshop and rest of the assignments.

4. Cover letter or letter of motivation, explaining relevancy and suitability of the consultant for this assignment.

5. List of similar nature assignment/s completed by the firm in the past, such as expertise and background of governance programs, evaluation/knowledge management, workshop facilitation and report writing.

  Individual Resource Persons needs to submit the following;

1. Technical and financial proposal duly signed.

2. CVs of the individual consultants

  1. Cover letter or letter of motivation, explaining relevancy and suitability of the individual consultant for this assignment.

 4. List of similar nature assignment completed by the individual consultant in the past, such as expertise and background of governance programs, evaluation/knowledge management, workshop facilitation and report writing. 

2.3: Financial proposal/Quoted rates:

The total budget for this consultancy/assignment is up to PKR 700,000/- All quoted rates in financial proposal / quotation must be indicated in PKR currency, including unit rate and total amount. Quoted rates stated in currencies other than PKR will not be considered in the awarding process.  All rates must be inclusive of all government taxes, (current and imposed during the contract period) including income and sale as well as all other applicable taxes/charges (Where and when applicable). The rates shall be inclusive of all cost to be incurred on the assignment including travel logistics etc. quotation mentioning travel logistics cost and taxes separately will not be considered in the awarding process.

2.4: Duration of contract:

The selected consultant has to complete the assignment within 1 month after signing the contract the following are tentative timeframe.

Starting Date:     July 1, 2022

Completion Date: July 3102022

2.5: Payment schedule; Payment will be made in two installments; first 60% of the total contractual amount on the conduction of workshop, while second installment 40 % on the submission of final report after incorporating LASOONA and WHH feedback. All applicable taxes will be deducted at the time of each payment.

2.6: Shortlisting and Selection criteria:  

  1. Adequate technical capacity specified in the required capacities and qualification.
  2. Agreement on all the terms conditions specially time frame of the assignment.
  3. Out of 100 marks weightage of technical proposal will be [1]80% and financial proposal will be [2]20%.
  4. Final selection will be subject to approval of LASOONA management based on recommendations of procurement committee
  5. Approval of WHH

2.7: Procedure of consultant selection:

  1. In the first stage after opening of the bids, the shortlisting of the potential consultants/firms will be carried out.
  2. In the 2nd stage the shortlisted consultants/firms will be invited to LASOONA head Office in Swat for in person interview, where the capacities of proposed consultants/firms will be assessed by the selection panel.
  3. The selection panel will assess the quality of previous experience, quality of the reports of the activities of same nature and may ask for means of verification for the assignments accomplished in the past.
  4. The selection panel will check the reference of previous work carried out by the consultant/firm.
  5. Based on the recommendations of procurement committee management of LASOONA and WHH award the contract to selected consultant/firm.
  6. The selected consultant has to submit and get approved the inception report before starting the assignment.

Terms of Reference (TORs) for Consultants/ Consulting firms/individuals

1.       Objectives of the assignment:

Following are the objectives of the assignment….  

-          To document the Knowledge and best practices of the EU funded governance project under the CSOs 2016 calls, ‘’Enhancing CSOs’ Contributions to Governance & Development Processes in Pakistan’’,

-          To record best practices, learnings and draw recommendations of stakeholders for future similar nature programming.

2.       Scope of work:

To achieve the above-mentioned purpose and objectives, following is the broader scope of work of the assignment.

  • The consultant has to review different project documents, such as project proposal, LFA, progress reports of governance project implemented by LASOONA for development his/her  broader understanding on the call and essence of the assignment.
  • Meeting with project team to finalize the action plan
  •   
  • All partners need to be given  a generic outline and presentation template or ask them to come up with something innovative.
  • Field visits, collection of voices from the communities and stakeholders in the form of short messages/interviews, videos, voice messages, stories/case studies
  • Finalize presentations of all EU alliance partners for the workshop
  • Facilitate the workshop
  • Write final report.  

3.       Implementation modality:

Keeping in view the limited resources and to keep the learnings and best practices more focused the workshop will be participated by those organization who have implemented EU funded projects under the CSOs 2016 calls, ‘’Enhancing CSOs’ Contributions to Governance & Development Processes in Pakistan’’

All partners will individually present Knowledge and best practices of their concerned projects. The presentation will be on the agreed template, before the workshop day the selected consultant will organize meetings with each of the implementing partner and guide them how to document and present their learnings and best practices of their respective projects on the workshop day. Day before the workshop all the implementing partners will come to the workshop venue where consultant will review presentations of all the partners, fine tune these presentations in a daylong session.

The selected consultant has to guide the partner organization in displaying the IEC material developed under their respective projects. Also beside facilitation of the workshop the consultant is expected to  draft a comprehensive and quality report on the entire assignment. The potential consultant is require to have expertise and background of governance programmes, evaluation/knowledge management, workshop facilitation and report writing.

After hiring the consultant, LASOONA will organize a virtual meeting with all the partners whereby the selected consultant/firm will participate and he/she will be introduced with the partners and the purpose and modality of the workshop will be explained and agreed upon. In the next stage the consultant will meet with all the partners individually and facilitate and guide them how to present the best practices in the workshop. The consultant will develop and share templates and modalities of presenting the Knowledge and best practices to all the partners.

The participants of the workshop will reflect on the knowledge best practices presented in the workshop and furnish recommendations for replication and upscaling. The recommendations will be documented in the report as take away of the workshop and could be used for future programme reference.  

4.                   Required qualification and experience:

        The consultant both firm/institution/individuals shall have demonstrated capacity and capability to

        undertake similar assignment. The following criteria will form the basis for selection.

  4.1 Firms/Individual consultant.

  • A consulting firm/institution registered with any registration authority and the individual consultant be on the active taxpayers list of Government of Pakistan if applicable.
  • The firm/individual consultant must have demonstrated expertise in project evaluation/knowledge management, workshop facilitation and report writing.
  • Education qualification for technical experts will be Master in social sciences, or relevant, have at least 5 years’ experience of conducting similar tasks mentioned above.
  • The firm/individual consultant having at least 5 years of previous experience in carrying out similar nature assignments for national and/or international agencies and has to submit a separate list of assignments completed on the following template

  • For validation and verification the consultant has to share/submit the latest reports of the completed assignments/experiences at the time of interview and may be asked by the selection panel for submission of MOVs of the past experiences, the MOVs will include contract agreements, purchase order, completion certificate/report etc. failing to submit the MOVs the proposal shall not be considered further for selection)

6.    Supervision and reporting:

The final shortlisted consulting firm/institution/individual will report to Project Manager LASOONA related to this assignment.

7.    Selection method:

Hiring of consulting firm or individual will be carried out in accordance with the procurement procedures method following procurement guidelines of LASOONA WHH and EU.

8.                   Ethical considerations:

The consultant firm/institution/individual may adapt/customize material from other sources developed by national/international organizations. However, the firm/institution/individual will have to ensure adherence to the standard protocols of citation/referencing by seeking permission/acknowledgement of the sources from where data info is to be adapted/customized for the proposed assignment. The onus of any liability/claim from any party regarding plagiarism or misuse of their material will be on the consultant firm/institution/individual, and LASOONA or its donor will not bear any responsibility in this regard.

All data info and material developed under this consultancy will be the property of LASOONA. The consultant firm/institution/individual or any of their representatives will not use part or whole of the material and/or any associated materials for any other assignment either for LASOONA or any other client without prior written permission from LASOONA’s authorized unit.

9.         Deliverables:

         I.            Have meetings with project teams of LASOONA to chalk out detail action plan for the assignment.

       II.            Develop and submit template for presenting, documenting the learning and best practices for EU alliance partners

     III.            Meetings with concern staff of partners across the country for guidance in documenting and presentation of their best practices.

    IV.            Facilitating two days workshop.

      V.            Submit final narrative report within two weeks of completing the assignment. After one week the consultant will submit a first draft to LASOONA management for feedback. Then the consultant will submit a final draft, incorporating all feedback of LASOONA and WHH, within two weeks.

[1] The 80% marks will be further divided as= 30% for experience in evaluation/knowledge management, 20% for workshop facilitation skills, 10% for quality of reporting skills and 20% for interview.  In case of firm, lead consultant/s should qualify these criteria.
