EU Funded Power to the Youth project

  1.     Background Information

An international NGO began working in Pakistan in 1982, responding to humanitarian assistance for Afghan refugees fleeing into the country. Since then, the organization has expanded its operations with long-term development and humanitarian aid. It aims for a just and prosperous Pakistan where all citizens enjoy equal rights and opportunities. The organization emphasizes on co-localization and integration that underlines the need to develop a supportive nexus between humanitarian and development interventions.

The organization, together with civil society organizations, national partners, academic institutions, and the government agencies implements long-term development and humanitarian programmes in:

  • Cultural Cohesion, Understanding & Diversity
  • Gender Equality, Protection & Respect
  • Climate Resilient Water, Sanitation and Hygiene (CR WASH)

1.1 EU Funded Power to the Youth Project

The power to the youth action is the youth centric initiative with a vision to create an enabling environment for the low-income youth to lead efforts for social progress and upholding the rights of vulnerable groups within their communities. The project aims to achieve this by facilitating technological and economic empowerment of young people through a variety of innovative interventions; and mobilising civil society to position and mainstream inclusion and active participation of youth for better development and governance in Pakistan. The project is being undertaken in partnership with three implementing partners.  The project is implemented through a series of interventions with the engagement at community, district, and provincial levels in five districts of Punjab and Sindh(Islamabad, Rawalpindi, Lahore, Mirpurkhas, and Sanghar)

The project aims to empower low-income youth, socially and economically as change agents in their respective communities through the generation of regular livelihoods who have been adversely affected due to lockdowns in the context of COVID-19.

There are three Specific Objectives (SOs) of the project.

SO1 facilitates improved skills of the youth to foster grassroots change by promoting gender equality and social cohesion in their communities while combatting GBV exacerbated due to the COVID-19 pandemic.

SO2 facilitates a path to prosperity in the prevailing COVID-19 context and beyond for the vulnerable youth, often marginalised, in livelihood opportunities that are green and sustainable.

SO3, with its devoted aim to enhance CSOs’ capacity building, facilitates meeting the governance and development challenges due to COVID-19 that pose a significant threat to Pakistan’s economic stability. Mainstreaming of gender, conflict sensitivity, inclusion of green jobs offered to youth in their communities to reduce internal migration and promote social cohesion in diverse faith communities are integral parts of the project.

PTY’s Proposition for Youth

The key element of the project is bringing in youth from diverse backgrounds, i.e., education, gender, caste, colour, and creed differentials. This, in, turn is  miniature Pakistan reflecting the heterogeneity and richness of its hidden potential of the human resource. For this, project focus on harnessing the hidden potential of low-income youth (women, PWDs, minorities) in selected five districts.  The project focuses on youth horizontally to facilitate them in the process of assessment of local resources, skills, and available local options to accelerate economic activities within their reach and potential. The initiatives of economic revival will boost the confidence of the youth in their abilities to move forward for opening spaces to participate at local level with key public and private stakeholders in informal decision-making process. The maiden beginnings of increasing the space and forums for the youth to exert their right to participation and inclusion as a bottom-up approach supplements by providing access to vertical corridors of space and opportunities to discuss through dialogue and participation with key stakeholders at the provincial and national tier with concerned Government line departments. 

Project’s Engagement with Youth So Far

PTY have conducted the mobilisation, coordination and capacity building activities that laid the foundation for attainment of the overall goal in subsequent years and beyond the life of project. The youth received leadership trainings that built their confidence and facilitated their active participation in local community development and local governance structures. The project initiatives designed for youth engagement of key stakeholders led to the promotion and strengthening of youth’s voice, visibility, and leadership at district level in the targeted five districts.

2.     Purpose of the Assignment

The overall objective of this consultancy is to produce 02 animated videos showcasing youth as positive agents of change within the communities to address their governance and development challenges.

Through these videos, youth and communities were sensitized and mobilized with a focus on reinforcement of efforts made under the project, and by expanding the social space for youth activism to address governance and development issues with relevance. These videos will result in increased youth's voice and visibility to contribute effectively to advocate the agenda of strengthening local development and governance.

2.2 Scope of Work

EU funded PTY is seeking a consultant (or team of consultants) to produce 02 animated videos under SO3 to promote the youth’s voice, visibility, and leadership. The animation should be straightforward, concise, and creative to communicate young people are integral to a society's development and plays an important role to address governance and development challenges within the communities.

  • The animated videos will be based on two individual’s success stories on the project to promote youth’s voice, visibility, and leadership.
  • These animations should be well preserved and followed all times, regardless of the challenges and obstacles.
  • Animation style: The initial idea is a mixture of animated text and 3D motion graphics, but we are open to suggestions of other styles

2.3 Methodology

Consultant/s selected for this assignment will perform the following indicative tasks:

  • Develop the animations concept to be discussed with PTY team.
  • Present a work plan for the assigned work.
  • Access to the necessary video production, animation software, and editing software.
  • To develop the graphics, characters, animation for the videos.

3.     Responsibility

3.1 Consultant (or Team of Consultants)

The consultant/s should work closely with PTY team for accomplishment of following tasks.

  • To hold preparatory discussion with PTY team about the preparation of two animated videos
  • To travel to the respective locations to cover the pre-identified success studies.
  • To prepare concept, script, storyboard, and narration(voiceover) for overall animated videos
  • To developed characters, motions/info-graphic and animations as agreed with PTY team and as according to the prepared script
  • To record narration (voiceover) in Urdu and prepare background music for the animations
  • To translate with subtitles in English, Punjabi, Sindhi,
  • To prepare draft animations and submit it to PTY Team for final feedback before the deadline of the contract.
  • Finalize the animations as according to the feedback provided by the PTY team.
  • To manage all necessary tools, equipment, and software for the completion of the assignment

3.2 The team

PTY team will assure monitors and scrutinize the quality aspects of the animation. However, following will be specific responsibilities:

  • Approve concept, script, storyboard, and narration(voiceover) for the animations
  • Organize a coordination meeting with PTY team, implementing partners and project beneficiaries
  • Provide feedback when and where necessary
  • Payment to the consultant/s as per agreement
  • Provide EU and organizational branding guidelines
  • Give inputs to draft and finalize animations

 4.     Deliverables

  • Two animated videos of 3-5 minutes showcasing youth as agents of change based on agreed scripts and includes narrations and soundtrack(s).
  • The animations should be delivered in a digital format that can be used on YouTube, and other digital media tools (open files) as well as in TV broadcast quality.
  • All the artwork produced during the assignment.

 5.     Intellectual Property

All information and production of the animations pertaining to the assignment as well as outputs produced under during of contract shall remain the property of organization who shall have exclusive rights over their use. The product shall not be disclosed to the public nor used in whatever format without written permission of organization in line with the national and International Copyright Laws applicable. Organization  owns the rights of all material used to create the video and can re-use the arts files as needed. Media material to be delivered should not be used or reused without organization written consent

6.     Ethical Considerations

The consultant/s should be sensitive to beliefs, manners and customs and act with integrity and honesty while developing the animations. Furthermore, the consultant/s should protect the anonymity and confidentiality of information and documents shared with them. The consultant/s are allowed to use documents and information provided only for the tasks related to these terms of reference.

7.     Duration of the Assignment 

The Consultant/s should complete the task within 55 days from signing of the contract. The Consultant/s/ Firm must propose a detailed work plan schedule which will be finalized later with PTY team

8.     Eligibility Criteria

 The consultant/s should have at least 5-7 years of track record of creating high quality animated videos. (20 points)

  • Extensive knowledge of storytelling and content development for diverse audiences. (20 points)
  • Experiences on using different tools, software, techniques in developing appropriate and quality audio-animated videos products. (20 points)
  • In-house technical capacities, state of the art filming equipment preferably High Definition to ensure smooth and high-quality production. (20 points).
  • Experience in working with UN agencies and other international organizations on social development issues especially on youth issues. (10 points)
  • The ability to create animated videos in multiple languages including voice-over and all postproductions.  With strong written and oral communications skills in Urdu, English and Sindhi, Punjabi will be an asset. (10 points)

 9.     Mode of Payment

Payment will be made in two instalments through cross cheques.

  • 50% payment will be made in upon signing of the contract and finalization of the work plan  after signing the contract
  • Remaining 50% will be made after successful delivery of the final animated videos and approval from organization’s head of programmes

Payment will be made after deduction of applicable tax as per rules and regulations of Government of Pakistan.( GST +WHT )

10.  Required Documents

  • Cover letter with the applicant’s current contact information including how the candidate’s previous experience matches the consultancy objectives as well as their interest for the position (no longer than two pages).
  • Technical proposal on how they intend to carry out the assignment. The parameters mentioned under eligibility criteria should be addressed in the technical proposal.
  • Financial proposal/detailed budget of the project.
  • CV of consultant/s and professional references or letter of recommendation.
  • Samples of recent similar assignments: online portfolios and links to animated videos
  • List of software that the consultant/s own and will be used for providing the services specific in the TORs
