Balochistan Livestock Slaughter Policy 2021
Background
The International Trade Centre (ITC) is the joint agency of the World Trade Organization (WTO) and the United Nations (UN). It is the only development agency that is fully dedicated to supporting the internationalization of micro, small and medium enterprises (MSMEs). ITC's mission is to foster inclusive and sustainable economic development and contribute to achieving the United Nations Global Goals for Sustainable Development.
ITC is implementing the EU funded ‘Growth for Rural Advancement and Sustainable Progress’ (GRASP) project which aims to contribute to the reduction of poverty through development of rural MSMEs in selected districts within two provinces of Pakistan: Balochistan and Sindh. GRASP will focus on selected product lines within livestock and horticulture.
GRASP will take a holistic approach to building MSME competitiveness in agribusiness value chains starting from a deep understanding of markets and working back through the value chain to enable MSMEs and ultimately producers to create and capture additional value. To do this, GRASP will implement three outputs under the following objective and outcome:
Objective: To support poverty reduction and sustainable, inclusive economic growth in rural areas of Pakistan.
Outcome: To support gender inclusive income and employment generation, enhanced productivity and profitability of SMEs involved in primary production, service provision and value addition in and around selected clusters of production
Output 1: (Policy & regulations) Institutional capacity strengthened, and business environment improved for rural SME development.
Output 2: (Productivity, quality and value addition) Agribusiness service providing SMEs (run by Male/Female) and their BIOs are capacitated to enhance primary production and quality
Output 3: (Market linkages and finance) Commercially operating SMEs (Male/Female) are trained in appropriate environmentally sustainable technologies value and enhance marketed volumes
Under output 1, GRASP will seek to improve the regulatory and institutional frameworks, at federal and provincial levels in Balochistan and Sindh, in the areas of domestic commerce, agricultural policies, rural MSME development and food safety, including plant and animal health. GRASP will undertake regulatory reform by developing and updating policies, laws, regulations (including upgrading existing laws) and strengthening government institutions to reduce barriers to competition and market openness and foster market dynamics, while ensuring essential social and environmental welfare. GRASP will employ highly inclusive approaches to the design and implementation of regulatory reforms through close participation of all relevant stakeholders, especially the private sector including the small hold farmers and women through wide range consultations and public private dialogue (PPD).
Pakistan has an immense potential in the livestock sector. Both the private and public sectors need to tap the existing opportunities for its development in Pakistan in general and Balochistan in particular as the majority of livestock population is in Balochistan.
Provincial led livestock developments due to devolution plan further demands adjustments as per the ground realities of the province. All these local needs necessitate developing a provincial livestock slaughter policy. Once the policy is developed and approved, new guidelines will be prepared for different stakeholders to develop further strategies for finalization of strategies and action plans to cater the needs of livestock development in the province in future.
There exist multiple laws, regulations and bylaws on livestock slaughtering in Pakistan. For instance, Slaughter of Kin Rules, 1890, Karachi Cattle slaughter control Act, 1950, Animal Slaughter Control Rules 1965, old West Pakistan Animals Slaughterhouse Control Act, 1963, by-laws for regulation of public slaughterhouses, 1980, by-laws for licensing slaughtering of animal 1981. There is also Balochistan Animal Slaughter Control (Amendment) Act, 2010 which extends to whole of Balochistan. However, there is currently no Livestock slaughter policy at Federal level and in Balochistan.
The Livestock and Dairy Development Department has requested ITC-GRASP team to assist the Department in development of Livestock Slaughter Policy for Balochistan. In this context, ITC under its EU funded GRASP project is hiring a policy development expert or firm to develop the “Balochistan Livestock Slaughter Policy 2021”.
Description of Duties/Responsibilities
The National Consultant will work under the guidance of the Geneva based Policy Lead in association with Balochistan GRASP Lead and under the overall supervision of GRASP Coordinator to develop the Balochistan Livestock Slaughter Policy 2021, which will be closely aligned with the National livestock Policy with particular reference to slaughtering of livestock, the recently approved Balochistan Livestock Policy and Strategy 2020-2030 and best international practices and evolving trends in the slaughtering of livestock. The consultant will need to review Balochistan Animal Slaughter Control Act, 2010 and other relevant material while devising this policy.
The proposed policy will be developed in close consultation and coordination with all relevant stakeholders from public and private sectors and shall specifically cater for the needs and requirements of various key stakeholders of the province. It will also include policy options to upgrade the relevant regulatory and institutional frameworks related to livestock slaughtering and include action plans for its implementation and enforcement as well as the needed support services and infrastructure.
The consultant will employ an inclusive approach to develop the policy by engaging in consultations with the private sector (including more vulnerable groups such as small holder farmers, SMEs and women) to identify challenges and needs; and with relevant government departments to understand government objectives and with any other stakeholders. Based on the collected information, the consultant will develop policy options (regulatory responses) that strike a delicate balance between government objectives and present them to a PPD before further drafting and finalization.
The consultant must ensure that s/he has obtained the necessary permissions with regard to intellectual property rights required to perform his/her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. S/he has further to ensure to obtain accreditation to the event(s) as required. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC.

Week 1-3 |
Together with the Departmental Representative from Livestock Department, hold consultations with the relevant stakeholders in public and private sectors to identify the challenges faced by various private sector actors from across the sector (and in all relevant geographical areas) and to gain understanding of policy objectives of the government (including an understanding of the implementation modalities and enforcement mechanisms as well as the support services/infrastructure required). Subsequently, come up with a draft outline of the policy specifically indicating different sections and thematic areas of the proposed policy (including sections on the institutional mechanisms). Along with outline develop a narrative of the proposed provisions and sections of the proposed policies. |

Based on the approved outline, develop policy options for each section and thematic area of the Balochistan Slaughter policy which address the needs of the private sector and enable the government to meet the policy objectives. The draft policy will also include clear guidelines (through action plans) for various public and private stakeholders on the steps required for its implementation and enforcement. The policy will also suggest the institutional mechanisms required (covering both public and private sectors) to enable smooth implementation (and its coordination) of the policy as well as its enforcement. |

Required education, skills and experience
The consultant should have the following education, skills and experience.
Education
Master’s degree (or higher) in Animal Sciences, Veterinary Sciences or a closely related field. Extensive relevant experience may be accepted in lieu of the university degree. A combination of qualification in law and Veterinary Sciences /agriculture would be preferred.
Experience
- At least 15 years of progressively responsible experience working on issues related to policy formulation and development on livestock and/or livestock slaughter matters in Pakistan.
- Experience with project related consultancies and drafting project related documents in relation to drafting of policies, laws, agriculture and livestock
- Excellent presentation and communication skills
- Strong networking and capacity to build partnerships
- Good knowledge of institutions working on development and regulation of cooperatives
- Extensive knowledge of institutional and regulatory regime in Pakistan
- Excellent legal drafting skills
