The German Red Cross (GRC) is a member of Red Cross Red Crescent (RCRC) movement. The GRC saves people, helps in emergencies, offers people a community, stands by the poor and needy and oversees international humanitarian law - in Germany and around the world. The GRC is operational worldwide in the field of humanitarian aid - both in acute emergency situations (disaster relief) and in long-term development cooperation projects in cooperation with international sister organizations within the movement. The GRC is currently working in about 50 countries in Africa, Asia, the Middle East and Latin America. In Pakistan the GRC works with Pakistan Red crescent Society (PRCS).

Job purpose

The Project Manager FbF will support the Program Delegate in the Project Cycle Management (e.g., planning, implementation, monitoring, reporting, budget control etc.) and provide oversight and technical support on all programme activities implemented at the field level. In doing so, s/he must adhere to GRC, German Federal Foreign Office (GFFO) standards, policies and regulations and will assure the highest standards of service and accountability, thus contributing to the overall efficient and effective running of the project activities under the overall supervision of Program Delegate.

Job duties and responsibilities

Overall:

  • Coordinate and work together with the counterpart at Pakistan Red Crescent Society (PRCS) to develop, implement, and monitor project activities.
  • Support the planning, designing, budgeting of project activities, being directly responsible for the overall implementation and management of the project.
  • Monitor and supervise technical interventions to ensure implementation according agreed standards and within budget and take appropriate remedial action if/when standards are not being met.
  • Act as a focal point for overall FbF coordination: initiate, nurture and sustain coordination and collaboration with the stakeholders (including Red Cross Red Crescent movement partners, IFRC, Government ministries and departments, UN agencies, I/NGOs, academia, and others).
  • Work with the scientific and humanitarian community to identify context and hazard specific early actions that can be implemented before any disaster; based on the forecasts.
  • Work with relevant actors at relevant levels in implementing forecast-based actions to prevent and/or reduce loss of damage due to disasters.
  • Develop annual operational plan and budget and implement the plan as agreed with the donors and partners.
  • Represent GRC and the project in external meetings and workshops.
  • Effectively participate in coordination meetings, clusters and working groups as directed by the Program Delegate / Head of Office.
  • Organize and facilitate trainings, workshops, and meetings at national and sub-national levels.
  • Perform other duties and responsibilities as required.

Finance and Administration:

  • Monitor and review project budget- prepare monthly budget overview in consultation with the finance department.
  • Review vouchers and financial documentations.
  • Support and facilitate Project related procurements.

Human Resources:

  • Line manage Project staff in coordination with the Program Delegate [if applicable].
  • Identify training needs and provide training and coaching for staff and local counterparts.
  • Undertake staff appraisals with the guidance of Delegates and HR Officer [if applicable].

Lateral relationships:

  • Establish and ensure effective working relationships with colleagues and partners.
  • Ensure effective working relationships with International Federation of Red Cross and Red Crescent Societies (IFRC) and National Society managers and leadership.
  • Ensure effective working relationships with involved PRCS Departments (e.g., Response, DRM, CCA, PMER, Youth and Volunteers).

Duties applicable to all staff

Position Requirements

Education

  Required

Preferred

A relevant masters or post-graduate degree; social sciences, geography, disaster risk management, development studies, engineering, hydrology, meteorology.

A good understanding of Disaster Risk Management landscape of Pakistan, Strong project management and proven coordination skills.

Experience

 

    Required 

    Preferred

Minimum of five years’ experience in relevant field; out of which three years in mid-level managerial position preferred with thematic focus on Disaster Risk Reduction (DRR) or climate change adaptation.

Experience of working for a humanitarian aid organisation.
