Project Overview
Pathfinder International, Pakistan is implementing various family planning and HSS projects in the country. Specifically, we aim to concretize our support to institutionalize critical Family Planning Best practices in the provinces based on our in-depth experience of FP programming and specifically our flagship project Naya Qadam: We welcome applications from qualified candidates who are interested in reproductive health and MNCH and possess the competencies, education, and experience cited below. In addition, we require expertise of intersectional programming to integrate FP in multi- foci projects that include FP as a core area in addition to MNCH, Climate Change Resilience, Nutrition and adolescent and youth reproductive health.

Summary: Works in partnership with the Country Director in providing strategic leadership and managerial oversight of the program administrative, programmatic, technical, financial and operational aspects of Pathfinder International’s country office. Collaborates with the Country Director to ensure that program objectives are met, all activities are responsive to the needs of the country, and the program continues to advance and play a key role in contributing to Pathfinder International’s development within the country. Oversees technical program implementation of activities in the project’s districts. Works with Country Director to increase visibility and funding for Pathfinder Interantional’s programs in the country. Positions Pathfinder as a leader in the field of sexual and reproductive health and rights services and as a successful partner in the development and cost effective implementation of programs.

- Brand Ambasssador: Meets regularly with donors, partners, local government agencies, and other key stakeholders to share progress, accomplishments, and challenges. Provide periodic updates to the Pathfinder staff worldwide on the country program progress, technical direction, approaches, challenges, successes, and lessons learned in managing the country Program.
- Advocacy: Works strategically to integrate integrity and commitent to relevant parties from Pathfinder’s implementing partners within country. Works to remove policy impedements in reproductive health and rights and to foster and forge improvements.
- Partnership Building and Management: Cultivate and strengthen positive, productive relationships with implementing partners, Ministries and other governmental agencies ensuring that Pathfinder International is consistently viewed as an effective implementing partner in meeting and achieving project targets. Manage and coordinate activities of subcontractors and implementing partners to create synergy and ensure that project responsibilities are carried out in accordance with donor regulations.
- Strategic and Annual Planning and Implementation: Develops and updates the country’s strategic plan to ensure that local organizations are developed and strengthened to become successful, sustainable bodies to promote SRHR in their respective communities and countries. Contributes to budget development for annual planning. Works with Country Director to implement the programmatic, technical and financial aspects of the plan, including the timely completion of reports, work plans, performance objectives and other mandated deliverables. Monitors the country program progress and achievements vis a vis the goals and objectives..
- Program Administration and Financial Operations: Implements administrative and financial operations of the program. Focuses on compliance and ethical standards, corporate philosophy, local laws, and Pathfinder International’s policy and contract provisions. Protects the organization’s resources and assets and ensure that they are used efficiently in futherance of Pathfinder International’s mission and programs. Ensures that all resources are in place, adhered to, and in compliance with local laws, donor rules, practices and regulations. Manages expenses for the sub offices. Documents technical components of materials and program achievements for communications materials such as annual reports, brochures, and website updates.

Minimally Required Job-Specific Competencies:
|
- Country Specific Public Health System: Deep knowledge of the countries’ public health systems.
- Sexual and Reproductive Health and Rights Services: Deep knowledge of family planning and reproductive health principles, practices and services of programs, including program strategies and indicators, and the latest professional developments in SRHR. Proven skills in designing, implementing, monitoring, and evaluating development and intervention activities, preferably with USAID, WHO, or other donor organizations working in the health sector.
- Program Operations and Development: Deep knowledge of implementing and managing similar program operations in the developing world including advocacy
- Proposal Development: Mastery of skills in proposal development from concept to full proposal, resource mobilization, and proven ability to raise substantial research/development funds.
- Compliance: Proven ability to manage compliance to diverse donors.
- Software Applications: Working knowledge of MS Excel, PowerPoint, Word and Outlook
- Leadership: Mastery of skills as a leader in health and health service delivery strengthening in developing countries and proven ability as a senior manager, including experience in developing and implementing strategic plans
- Business Process Design and Improvement: Proven ability to facilitate groups to identify business process issues and improvement objectives; ability to operationalize process improvements.
- Management and Supervision: Proven ability to lead, manage, and develop direct reports within a matrix culture.
- Program and Project Planning and Management: Deep skills in program and project management and planning to fulfill performance objectives, including the timely implementation and reporting of donor-funded program activities.
- Operations and Financial Management: Deep knowledge of operations and financial management in developing countries.
- Change Leadership: Ability to demonstrate a high degree of flexibility in managing change across a broad group of stakeholders in an inclusive manner.
- Presentation Skills: Proven ability to make presentations on results and products to small and large groups.

Minimum Education and Work Experience:
|
- Master degree in public health, business, public administration, marketing, social science or related discipline.
- 8 plus years’ experience managing mid-sized to large donor funded reproductive health and family planning projects in developing and transitioning countries, including operations and financial management experience. Should have experience working with major donors and their requirements, developing reports, program management in INGO sector

Preferred Education and Work Experience:

- Prefer: Experience with Government department, complex family planning and reproductive health projects
