Scope of work:

The Gender, Social Inclusion, and Communicator (GSI&C) Advisor will be responsible for ensuring that the Citizen Engagement Program/HumAhang (In Hormony) incorporates gender-aware activity design within all interventions carried out under the program. The GSI&C Advisor will pay special attention to vulnerabilities of women to violent extremism and challenges faced by them and other socially excluded groups in flood-affected areas, and highlight them to inform overall activity design, policy debate activities, and activities that focus on the prevention of violent extremism, and climate-related disaster management and rehabilitation.

The GSI&C Advisor will also oversee and provide supervisory support to the Communications team within the Citizen Engagement Program. The GSI&C Advisor will oversee and manage standard operating practices within the Communications team (such as reporting) while also supporting branding and marking efforts within the program. The GSI&C Advisor will treat Communications as a cross-cutting theme, using participatory, gender and context-aware strategies for the production of communications material and collateral that will be disseminated in activities and used for program showcasing.

Job Responsibilities:

The role of the GSI&C Advisor incorporates two key responsibilities:

  1. To ensure that all program assignments take into account the gender and social inclusion considerations. The Advisor will advise CPDI program team on various assignments in analyzing the roles and needs of women, men, persons with disabilities and transgender and addressing any gender inequalities so that women and men including girls and boys, as well as members of vulnerable groups, can equally access and participate in decision-making/ service-delivery mechanisms, and equally benefit from the resources, services, capacity building and other activities offered by the USAID-Citizen Engagement Program (CEP) in Punjab and Sindh.
  1. To oversee the development of a robust and integrated Communication Strategy that advises of events, social media campaigns, youth engagement, dialogues etc., while adhering to the USAID and Citizen Engagement Program branding and marking policy and plan. Additionally, the GSI&C Advisor will oversee the development of communications-based reporting material, and the development and usage of communications collateral within relevant program activities. The GSI&C Advisor will advise on promotional and advocacy activities with the teams, key partners and other stakeholders, strategizing, conceptualizing, producing and disseminating messages, performances, and materials that fall within the program scope.

The Gender, Social Inclusion, and Communication Advisor will assess and analyze program deliverables through gender and social inclusion integration, and thus contributing to  achieve the goal of the program. The Advisor will perform the following tasks and responsibilities:

 

  1. The GSI&C Advisor will be responsible for providing guidance, expertise, and support to the management, COP, and staff to integrate gender and social inclusion perspectives into all activities.
  2. Conduct Gender Analysis, for examining the differences between the roles that women and men play in communities and societies, the different levels of power they hold, their differing needs, constraints and opportunities, and the impact of these differences on their lives.
  3. Prepare a Gender Action Plan to outline how the gaps and issues identified in the gender analysis that will be addressed during implementation of program.
  4. The Advisor will also monitor program performance in these areas, and provide support and advice for key areas of improvement, as well as develop implementation strategies to enhance gender and social inclusion within the program.
  5. Review, develop, and recommend gender and social inclusion policies, strategies, and guidelines.
  6. Develop and deliver training programs to build the capacity of program staff and partners on gender and social inclusion.
  7. Provide technical support to staff in applying gender and social inclusion principles to their work.
  8. Work closely with COP and Programs team to ensure that gender and social inclusion considerations are integrated into program design, implementation, monitoring, and evaluation.
  9. Review program proposals to assess their gender and social inclusion relevance and provide recommendations for improvement.
  10. Develop and implement a robust monitoring and reporting framework for gender and social inclusion
  11. Develop, maintain, and oversee a Communication Strategy that highlights standard operating procedures for internal and donor-based communication and reporting, as well as highlights strategies for key external-focused communication collateral
  12. Oversee and supervise a Communications team that focuses on every day internal and external communications, including report writing, and review of IEC material as per USAID-guidelines

 Requirements:

  • Master’s degree (at least 16 years) in Media Studies, Journalism, Gender Studies, Development Studies, or any related social science field
  • At least 10 years of professional working experience with focus on gender, social inclusion, and communications.
  • Knowledge and experience with donor-funded Programs, preferably USAID. 
  • Excellent understanding of media and related issues and challenges in Pakistan. Any media-related work/ professional experience will be an advantage.
  • Strong staff management and team-building skills, influencing and promoting a positive working environment.  
  • Demonstrated leadership, management, decision-making, and positive interpersonal skills. 
  • Ability to perform efficiently independently and under pressure and as an effective team member. 
  • Demonstrated analytical and problem-solving skills.

  • Excellent oral and written communication skills in English are required; Professional proficiency in Urdu and other local languages is ideal.
