Position Objective: The MEAL/IM Officer is responsible for implementing and strengthening of the MEAL/IM systems at provincial level.
Job Description:
Mission 1: Data Collection
The MEAL/IM Officer is responsible for:
- Proactively engage with the partners to compile information on their activities, updating the related database;
- Review incoming data for completeness and consistency and advise the project team on the tools for improving data logging, entry and processing.
- Help the project team and partners to build their capacity in efficient data collection and management processes.
- Support in developing and amending the needed tools for MEAL (Observations, PDMs, Baseline/Endline, Studies, surveys…etc.)
- Support partners to effectively complete tool for measuring quality benchmarks.
- Support consistent and systematic integration of MEAL issues into the project (identification of gaps in the implementation and facilitating identification of solutions to enhance quality implementation
- Support in partners’ training on monitoring tools and quality benchmarks.
Mission 2: Data Analysis and Visualization/ Reporting
The MEAL/IM Officer is responsible for:
- Be the primary focal point with partners for data management, developing and maintaining information databases in addition to the conducted Monitoring and Evaluation tools.
- Become the primary analyst for weekly data, monitoring trends and highlighting concerns.
- Support coordination, analysis and draft findings for the project technical surveys as well as multi sector assessments, generic surveys and evaluations as needed.
- Coordinate with SPM and MEAL & IM Manager to review weekly/monthly data submissions from partner team, including MEAL plans per partner as well as project achievement tools.
- Support the sector team(s) in donor reporting with accurate figures
Mission 3: Evaluation and Assessment
The MEAL/IM Officer is responsible for:
- Support Sr. MEAL & IM Manager, in conducting baseline, end-line, PDM surveys for ACF.
- In coordination with MEAL unit support partners in situation analysis (study methodology, tools and approaches) and need assessment for the new project/program development.
Mission 4: Coordination/Support to Partners
The MEAL/IM Officer is responsible for:
- Contribute to the improvement of effective system for complaints handling and response mechanisms at the projects level for partners.
- Support partner in maintaining effective information sharing mechanisms as per information sharing protocol
- Support training on beneficiary accountability and feedback mechanism
- Contribute to improvements in partner’s accountability system and procedure
Mission 5: Learning Activities
The MEAL/IM Officer is responsible for:
- Assist ongoing learning activities e.g. consolidated routine learnings/findings. After Lesson Learnt Review workshops, prepare lessons learnt reports
- Support generating quality learning through evaluations reports, monitoring report, researches, partner’s visits, accountability system and document
- Collect relevant data, information documents (reports, project plans and proposals, M&E plans, data and information) information and ensure proper and systematic storage and filing.
Mission 6: To ensure inclusion across programming and within/by the team
The MEAL & IM officer responsible for:
- Support mission level qualification of gender marker indicators;
- Encourage inclusion within recruitment, training and promotion;
- Ensure inclusion within programme planning, implementation and reporting;
Mission 7: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies
This position is responsible for:
- Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies
- Implement all work related activities with a gender, inclusion and child protection lens
- Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability
Specific skills needed to perform the function:
- Advance use of MS Office complete suit.
- Strong data collection and research skills and ability to interpret and analyze data
- Good relationship management skills with ability to work
- collaboratively as part of a multidisciplinary and multicultural teams
- Strategic, analytical, problem-solving and systems thinking capacity and skills
- Proactive, resourceful and results-oriented
- Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, knowledge-sharing networks
