Save the Children requires Consultant for developing Inception report for Climate-Smart Education Systems Initiative for all 4 provinces of Pakistan.
Purpose:
The objective of this consultancy is to develop an Inception Report outlining the framework, methodology, and key activities for the implementation of the Climate-Smart Education Systems Initiative.
General Introduction:
Under the supervision of Save the Children, the consultant will support the development of an inception report for the Climate-smart education systems’ Strategic Capability Initiative (CSESI). CSESI is jointly implemented by Save the Children, UNESCO-IIEP and UNESCO’s Section of Education for Sustainable Development (ESD). The inception report will focus on one province in Pakistan, with a total of four province-level inception reports to be produced.
This inception report will contribute to the inception phase of CSESI in Pakistan and aims to lay the foundation for country-level engagement for this capacity development initiative. By the end of this inception phase, stakeholders will have a solid and shared understanding of existing capacities and gaps with regards to: 1) policy and planning, 2) coordination, 3) financing, 4) data and information, 5) infrastructure, 6) school disaster management and education continuity, 7) curricula, pedagogy and teacher training for climate-smart education systems.
Scope of Work:
The objective of this consultancy is to develop an Inception Report outlining key findings from the consultations with government stakeholders as part of the inception phase of the Climate-Smart Education Systems Initiative in Pakistan.
Specifically, the consultant will undertake: A desk review, virtual and in-person consultations, and the development of an inception report for a province in Pakistan that will used as a working document to inform the scoping mission.
The consultant will be responsible for the following tasks:
- Desk Review: Review existing Pakistan national (Federal) and provincial (KP, Punjab, Sindh and Balochistan) education policy, sector plans and frameworks of government and sector partners including bilateral donors, on climate-smart education systems, and best practices related to climate change education, focusing on initiatives that have successfully integrated climate change topics into educational systems.
- Stakeholder Consultations: Conduct consultations with key stakeholders, including government representatives from the education sector, climate change, and disaster management, education experts, policymakers, and National/International CSOs to gather insights, perspectives, and recommendations for the design of the initiative.
- Inception report preparation: Lead on preparing and finalizing the inception report.
Timeline : 32 working days starting mid of last week of May and ending in mid-July.
Selection criteria:
The selected firm will have to demonstrate:
- Proven experience in conducting education analysis and policy reviews, especially in relation to climate change and education.
- Excellent research, analytical and writing capacities.
- Excellent knowledge of the education systems
- Robust knowledge of Comprehensive School Safety, and crisis sensitive planning.
- A Master or Higher degree in social science, environmental studies, or education.
