U.S. Mission Pakistan is seeking applications from qualified individuals for Engineer (Maintenance Supervisor) position in U.S. Embassy, Islamabad.

Basic Function of the Position – 

 The incumbent serves as Mission Pakistan’s E2 (electronic travel orders) solutions “Champion", subject matter expert (SME) and solution provider. The incumbent answers all E2 related questions and monitors E2 approval workflows. The incumbent is responsible to develop a relationship with the Comptroller and Global Financial Services (CGFS) customer support group, communicates with Carlson Wagonlit’s help desk and provides periodic training to post users, monitors technical updates to the software, troubleshoots inexperienced users at post and shares their knowledge with fellow travel arrangers/approvers. Responsible for the tracking of all travel advances and receivables to ensure propriety and more importantly that the advances are cleared in a timely manner. Additionally, position acts as an important liaison in assisting American employees with filing their claims in Permanent Change of Station (PCS) travel claim system. Troubleshoots, advises and guides employees on particular issues related to E2.

Qualification Requirements:

EXPERIENCE: Minimum of four (4) years of progressively responsible experience in travel, professional accounting, auditing, or financially-oriented business management is required.

EDUCATION: Completion of university studies (14 years of education) in accounting, finance, or commerce is required.

Job Knowledge: Must be able to quickly get familiar with Policy Manual and Hand Book, standard Embassy operating procedures and the US Government Federal Travel Regulations, Joint Travel Regulations and Department of State standardized regulations. Must be able to gather facts/analyze results relevant to specific issues, formulate conclusions, and make recommendations for action. Familiar with analytical methods involving using qualitative and quantitative techniques for metrics analysis. The incumbent must have a comprehensive knowledge of budgeting. The incumbent must have, or be able to gain familiarity with official travel regulations, authorization, and funds obligations. Also, incumbent should have strong knowledge of the effective utilization of computer operating systems and their applications, in order to prepare the job aids, product manuals, instruction guides, and presentation slides, all of which should be written with a non-technical customer in mind. Incumbent must have system analysis and design techniques. The incumbent must have, or be able to attain, a good understanding of Post/Mission automation policies. Must know how to operate in a customer service-oriented organization.

LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing in English and Urdu is required. English language skills may be tested.

Skills And AbilitiesMust have advanced working skills of Microsoft Office Suite including MS Excel and MS Word and special skills of preparing complex financial reports using pivot tables and multiple macros. Avid negotiation skills, solid oral and written communication skills, and customer service skills are required. Incumbent must have strong analytical and writing skills. Must be able to work well with individuals across several organizations. Should have the ability to take initiative to troubleshoot, diagnose, and resolve general application problems. Should be able to self-teach new technologies and modify existing programs and procedures, and utilize good communication skills to articulate user needs and system requirements. Also must analyze and understand the needs of all E2 users while establishing guidelines, drafting instruction manuals, and conducting user trainings at different skill levels mission wide. Position holder will be required to draft standard operating Procedures/manuals for users and analyze the process, procedures, and work for improvement. Skills and abilities may be tested.
