Job Purpose

This position supports Pathfinder’s resolve for Health System Strengthening in the province of Punjab, with a focus on PPFP and PAFP. As Pathfinder is supporting the Departments of Health Punjab to initiate recording and reporting PPFP & PAFP indicators through DHIS2 at public sector tertiary care hospitals in the province. This will help BMGF funded Qadam Ba Qadam project to meet one of its deliverables, which is the institutionalization of PPFP & PAFP indicators in DHIS at public sector hospitals. The Short-term Data Assistant Services will work closely with the Provincial DHIS team, DoH Punjab to introduce PPFP & PAFP indicators in DHIS2 and synchronize it with overall DHIS2. The DHIS-2 Data Assistant is responsible for monitoring data thresholds and supplying data to the DHIS Cell and health authorities for necessary actions. Additionally, the DHIS Cell will identify anomalies and communicate them to the Computer Program Officer for the development of reports. The DHIS-2 Assistant will also offer initial support to the DHIS cell in Teaching Hospitals. He/ She will be embedded in DHIS cell DHO, Punjab, also he/ she will support the provincial and District DHIS teams in the conduction of training, supervisory visits, and report writing. He/She will also be responsible for data cleansing, preparing the data for analysis, perform in-depth analysis and exploration of data.

Strategic Leadership:

Provide first and second-level support for DHIS-2 related queries from existing users of Teaching/Tertiary care level Hospitals. Offer extensive troubleshooting and support for routine queries of Teaching Hospitals.

Project Implementation:

Maintain a 24/7 helpline for Teaching Hospitals, handling support calls and user queries. Regularly update Teaching/ Tertiary care level Hospitals' dashboards. Share compliance reports of Teaching/ Tertiary care level Hospitals on a weekly and monthly basis.

Technical Assistance

Monitor daily and monthly data entry from all Teaching/ Tertiary care level Hospitals. Develop new indicators as per the requirements of the MIS Cell. Provide periodic user analytics of the system to the MIS Cell.

Monitoring, Evaluation and Learning Plans:

Compile and prepare data for Development Partners and Departments upon request.

Advise on new validation rules to ensure data accuracy.

Monitor data ambiguities based on validation rules.

Financial and Administrative Operations

Perform analysis to assess data quality and meaning, identifying and correcting code problems. Generate new graphs and analytics for comparative analysis.

Contracts:

Gather and prepare material for quarterly review meetings of the MIS Cell. Stay updated on new versions of DHIS2 and report new options.

Security Standards and Guidelines

Provide a monthly report to Pathfinder International on DHIS2 regarding FP/PPFP/PAFP and other required indicators. Undertake any other assignments given by the Director MIS and Computer Program Officer.

Management Reports:

Develop and present timely technical and operations reports on the project’s progress and achievements.

Education and Work Experience:

  • Minimum bachelor’s degree in software engineering, Computer Science/IT, Biostatistics, Statistics, Data Sciences, or a related field.
  • Two years of Hands-on experience with databases.
  • Proficiency in MS Word, PowerPoint, or equivalent software.
  • Strong troubleshooting skills.
  • Excellent verbal and written communication skills.
  • Good interpersonal skills.

Preferred Education and Work Experience:

  • Preference is given to candidates with expertise in data analysis, familiarity with the health sector, and certifications in statistics, databases, etc.

Minimally Required Job-Specific and Organizational Competencies

  • Advanced oral and written communication skills using different forms of media. Ability to translate complex concepts to individuals at all levels.
  • Ability to speak across a range of technical issues within an individual’s area of expertise.

  • Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices, and services of programs, including program strategies and indicators.

  • Presentation Skills: Proven ability to make presentations on results and products to small and large groups
