Under the overall supervision of the Programme Coordinator (Protection), and the direct supervision of the Project Officer (Protection Monitoring), the incumbent will assist and support the implementation of protection monitoring and analysis activities as part of IOM’s Protection activities, and will be responsible for the following tasks:

RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Support the Project Officer (Protection Monitoring) in the implementation of protection monitoring activities, including monitoring the work of field protection staff collecting protection information and data on a periodic basis and facilitating household surveys, key informant interviews (KIIs) and focus group discussions (FGDs) with Afghan nationals.
  • Coordinate with Provincial Protection Field Coordinators and Project Assistants across the different provinces to organize data collection, devise workplans and follow-up on the rollout of activities.
  • Analyze data collected through protection monitoring activities. Conduct weekly, monthly, quarterly, and ad hoc data cleaning, consolidating data from previous data collection exercises.
  • Contribute to the drafting and review of ad-hoc research and analysis pieces on protection trends and issues.
  • Draft, review, edit and update protection monitoring data collection tools, with support from the Project Officer (Protection Monitoring).
  • Assist in ensuring the quality and accuracy of data entered into protection monitoring tools, in line with Standard Operating Procedures (SOPs) and other guidance.
  • Conduct field monitoring visits in different provinces to monitor data collection exercises, including support in identifying good practices and challenges, under the supervision of the Project Officer (Protection Monitoring).
  • Conduct capacity-building of IOM and Implementing Partner Staff and contribute to developing training materials on protection monitoring, including data ethics and confidentiality, qualitative and quantitative research tools, staff wellbeing, etc.
  • Support the Project Officer (Protection Monitoring) to draft, edit and finalize protection monitoring analysis and reports including by utilizing digital data collection systems and protection analysis frameworks.
  • Maintain an up-to-date and in-depth understanding of protection risks, community dynamics and displacement trends in the various communities and locations monitored by IOM, including ACC holders, undocumented Afghan nationals and the host community.
  • Provide administrative support related to protection monitoring activities, including preparing purchase and payment requests, monitoring financial expenditures, and performing other support activities in coordination with Procurement and Resource Management Unit and in line with IOM´s regulations.
  • Assist the Project Officer (Protection Monitoring) and general Protection Unit in preparing presentations and talking points based on the findings of IOM’s protection monitoring activities in relevant coordination meetings and fora.
  • Perform other tasks, as may be assigned.

 

REQUIRED QUALIFICATIONS AND EXPERIENCE:

EDUCATION:

Bachelors degree or higher in the field of Law, Human Rights, Social Sciences or other related field from an accredited academic institutions with four years of relevant professional experience or;

 

High School degree or diploma in the above field with six years of professional experience.

 

EXPERIENCE:

  • Experience working on general protection, child protection (CP), gender-based violence (GBV) or counter-trafficking (CT), including in direct contact with beneficiaries.
  • Experience in supporting protection monitoring and/or research activities, conducting data cleaning and analysis as well as drafting reports.
  • Demonstrated knowledge of legal and social science research methodologies.
  • Understanding of the protection and legal sector in Pakistan.
  • Excellent understanding of critical issues around data protection principles.
  • Excellent computer skills and literacy (MS Word, PowerPoint, KOBO) and full proficiency in Excel.
  • Knowledge of the Afghanistan crisis in Pakistan and understanding of issues related to Afghan migrants and host communities in Pakistan.

 

SKILLS

  • Legal and social science research skills, including qualitative and quantitative methods
  • IT proficiency with a range of software
  • Knowledge of the broad range of migration related subject areas dealt with by IOM
  • Knowledge of UN and bilateral donor programming and standards
  • Knowledge of project support, logistics, organization and administration

 

LANGUAGES 

REQUIRED

For this position, fluency in English and Urdu (speaking and written) is a must.

DESIRABLE

Working knowledge of Dari or Pashto or any other local language/s.
