General Position Summary:
The Senior Operations Officer - Quetta will be responsible for the Operational efficiency, compliance of organization with its field districts – ensuring an adherence to in-country policies are established and functioning. The Senior Operations Officer will directly manage, support team members, and provide technical assistance to field team members, including monitoring visits, trainings, and audits to the standard procedures of organization.
A heavy emphasis is placed on the manipulation of operational functions that includes Administration, Logistics; (Procurement, Asset Management, Fleet Management, Warehouse), and provide training / orientation to the team members so that they could effectively perform their respective support functions to provide timely and efficient support to program activities with compliance to organization and donor regulations.
Essential Job Function:
- Provide program full operational support, coordination in programmatic activities designed to meet program objectives.
- Possess a clear understanding of organization's policies and procedures making sure that all Operational responsibilities are conducted in accordance with these policies and procedures.
- Develop and manage the systems in office, for full integration with organization's systems.
Field Staff Coordination:
- Ensure the application of standard procedures of organizations in the field districts.
- Make sure that the monthly programmatic activities in project implementation districts are adhering with our practices and provide continuous support to field team members in terms of Operations.
Program Coordination:
- Execute operational orientation of new team members in Quetta as well as in field districts; participate in monthly and annual program planning.
- Participate in routine meetings with program team members and provide them operational support.
- Sharing of PR Master List with Country Office on monthly basis.
Finance Coordination:
- Work with Finance and program departments on planning and managing operational budget. Ensure necessary reports are provided to finance for financial planning and allocation activities.
- Sharing of Operations related documents with Finance department on required basis.
Staff Management:
- Overall management of the support team members of organization. Conduct orientation sessions for support team members and supervise them closely to ensure that they are professionally trained and capable of fulfilling organization's objectives.
HR Activities:
- Provide support in HR practices such as, performance management reviews, evaluation, and timesheets.
- Provide support in hiring interviews, fulfilling organization's standard procedure at Quetta office, and whenever requested by the Country Office.
- Ensure adherence of national team members policies by team members, advise colleagues in policy-related issues, orientation to newly hired team members.
Security:
- As being operations lead, provide support in managing security for Quetta office and its field districts. Robust coordination with field team members as well as Quetta team members travelling to field districts.
- Close coordination with Security Officer and Logistics Officer Fleet.
- Supervise administratively Transport department.
Operational Support:
The Senior Operations Officer-Quetta will be responsible for the management of all administration and logistics functions and is responsible for the full and proper implementation of organizations systems of management, compliance, and control with regard to the following disciplines:
- A. Administration

- HR (as defined in this PD)
B. Logistics
Disciplines covered under logistics are:
- Procurement
- Fleet Management
- Commodity management
- Asset Management
- Provide the support to procurement supervisor in completion of “PR Master List” and their sharing with Manager Operations at Country Office on monthly basis.
- Administration of Warehouse using organization's standard practice.
- Manipulation of programmatic commodities using organization's standard policies and procedures.
- Maintain confidentiality of all national team members personnel issues including disciplinary procedures and contracts.
- Maintain and monitor all communication systems and electronic equipment. This will involve management of standard operating procedures, maintenance of equipment, and enforcement of established protocols with organization's team members.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to organization and to not jeopardize its humanitarian mission.
- Other duties as assigned by the supervisor.

Supervisory Responsibility:
Procurement Supervisor, Logistics Officer - Fleet, Warehouse Officer, Admin Officer, Drivers, Cook, cleaners.
Accountability
- Reports Directly to: Team Leader - South
- Works Directly with: Program, Finance teams, Operations team, HR team and Field teams
Knowledge and Experience
MBA or equal degree in an equivalent field with minimum of five years’ field experience in administrative and operational support functions with a humanitarian non-governmental organization including. Experience in setting up and managing administration systems. Experience in procurement, logistics and administration management. Experience of working in emergencies / humanitarian assistance at field level. Excellent writing and communications skills. Excellent negotiation, representation, skills, and the ability to work comfortably with an ethnically diverse team. Effective verbal and written communication, organizational, prioritization and computer skills in Microsoft Office applications. Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members. Proven ability to solve problems independently without direct supervision. Knowledge of local language desirable. Knowledge of organization's systems and procedures (particularly organization's PALM systems) highly desirable.
