Terms of Reference (TOR) for Consultant on Nikah Khawan Training
1. Background
PODA is a women right NGO working for the promotion and protection of human rights in rural areas of Pakistan, rights-based programming, and advocacy for inclusive democratic society. Our current programs include climate change education, women’s rights advocacy, and constitutional rights education. PODA under the auspices of its project “Reduce Early Marriages to Enhance Gender Equality”, funded by Royal Norwegian Embassy, Islamabad are conducting Nikah Khawan Training in 41 District of Punjab Pakistan.
2. Objective
The objective of this TOR is to hire a consultant to develop and conduct a comprehensive training program for Nikah Khawans. The training aims to enhance their ability, knowledge, and understanding of Pakistani Laws for Marriages, procedures, ethics, and the legal aspects regarding Nikah ceremonies.
3. Scope of Work/Deliverables
The consultant is deemed to:
- Review existing Nikah Khawan training materials, if any, and suggest improvements or develop new materials as needed.
- Design a structured training program covering the following areas:
- Pakistani Law, ethics and regulations related to Nikah ceremonies.
- Understanding legal requirements and documentation for Nikah in Punjab Pakistan.
- Communication skills with marriage parties
- Develop training modules, presentations, and any necessary handouts or materials.
- Conduct a series of training sessions in-person, as per agreed-upon arrangement) for Nikah Khawans.
- Provide post-training support or resources as needed.
- A detailed training material with modules and learning objectives.
- Presentation slides and training materials.
- A report summarizing each training session, including attendance, feedback, and recommendations for improvement.
5. Timeline
The tentative timeline for the consultancy is 1st May 2024 to 30th Nov 2025 This includes the preparation phase, training sessions, and submission of the final report.
6. Qualifications
The consultant should possess:
- In-depth knowledge of Pakistani Marriage Laws specially child marriage restraints acts of Pakistan and sharia laws relating marriage
- Experience in conducting training programs, particularly related to Pakistan law in relevance with Islamic affairs of marriage.
- Strong communication and presentation skills.
7. Reporting
The consultant will report to MS. Nabeela Aslam Project Manager.
8. Budget
Approved Budget per month Rs 150,000
9. Evaluation
The consultant will be evaluated based on the quality of the training materials, delivery of training sessions, participant feedback, and the final report.
10. Submission

- A cover letter outlining their understanding of the TOR and their approach to the assignment.
- Curriculum Vitae (CV) highlighting relevant experience.
- Sample training materials, if available.
- Detailed budget proposal.
