Position Summary:

The DRR officer under the supervision of Project Manager will be responsible to lead all DRR related structural and capacity building activities with focus on resilience building and disaster mitigation under the WFP FSL Project in District Shaheed Benazirabad.

Job Duties:

  • Ensure efficient and effective implementation of DRR; Cash based intervention, and related interventions at the community level.
  • Take the lead to sensitize the communities for DRR and mainstreaming in project activities.
  • Lead the DRR and resilience-building initiatives in the HA project;
  • Provide strategic and innovative solutions for building more efficient, coordinated, and reliable preparedness and response systems;
  • Assist in the identification of and liaison with key stakeholders who can contribute to broadening and deepening the DRR agenda in the project;
  • Contribute to the integration and adaptation of international DRR terminology and approaches in the project;
  • Undertake field visits for specific data collection and/or implementation of program activities.
  • Initiate contacts with potential target communities and schools, by visiting villages and meeting with residents, key persons (religious leaders, school teachers, etc.), existing Village Development Committees (VDCs), appointed representatives, focus groups (youth, women, elderly), and any other relevant person.
  • Set up criteria for the identification and selection of interventions for FFA participants both communal and individual NFIs and Non-NFIs schemes and capacity building activities including Disaster preparedness trainings.
  • He/She shall be responsible for development of training material, Community training plans and delivery of DRR related trainings in communities.
  • Based on her/his knowledge of the area, collect information on DRR and resilience building through questionnaires, transect walks, physical observation and any other information collection techniques.
  • Follow, supervise and monitor the implementation of the DRR related structural and capacity building activities in the field, as requested by the PM or the heads of the support units (Operations, Finance, MEAL, etc.)
  • Address and solve problems that might arise between the community and Project teams, or among community members, during and because of the implementation of the project activities.
  • Assess and report on community needs with the rest of the team to achieve objectives of project.
  • Incorporate participatory principles into community level to ensure emergency response activities.
  • Promote and motivate inclusive participation by villagers/ elders and community representatives, in all project activities, taking care to assist cooperation with regard to gender, political, ethnic, and other factors.
  • Support and facilitate donor visits during the implementation of project, support and lead donor briefings with a special focus on DRR activities and the impact the have created for the communities in which project is implemented.
  • Document success stories, case studies and other reporting documents as required by the project coordinator.

Qualification and Experience

  • University degree in Disaster Risk management, social sciences, or management sciences or related field.
  • Demostrative experience of DRR, development and/or emergency programming;
  • Overall 5 years of experience with at least 3 years’ experience working on DRR and resilience building projects;
  • Experience in the provision of administrative and logistical support and organization of workshops;
  • Experience in research, analysis, and report writing;
  • Experience in working with government officials and non-governmental organizations;
  • Demonstrated experience in working in complex working environments;
  • Excellent knowledge of Microsoft Office software packages (MS Word, Excel, Access etc.) and experience in handling web-based applications

Skills and Abilities

  • Good understanding of community participation and the integration of DRR in recovery projects.
  • Knowledge of PSEA, Protection & GBV, Gender & Inclusiveness in recovery context.  
  • Knowledge of low cost structural mitigation activities.
  • Ability to communicate in local languages
  • Diplomacy, tact and administrative skills in order to work with people at managerial and occasionally, senior government levels
