 Purpose of Assignment:

SPEAK Trust is seeking a qualified consultant for a period of 04 months. The consultant will develop a Migrant Health Strategy for Pakistan in the specific context of HIV/AIDS.

The assignment seeks to develop a strategy that covers the HIV vulnerabilities of Pakistani migrants during entire migration continuum, including pre-departure, during stay, return, and re-integration phases. This comprehensive strategy will ensure that interventions are tailored to the specific needs and circumstances of Pakistani migrants at every stage of their migration journey.

The consultant will work closely with NACP-CMU and SPEAK Trust throughout the development of the strategy. This coordination is to ensure that the strategy aligns with the national HIV strategic plans and SPEAK's existing efforts to address migrants' HIV vulnerabilities at all stages of migration.

Background

Migration exposes to various risk factors that can increase vulnerability to HIV, such as social isolation, economic insecurity, and lack of access to healthcare. SPEAK Trust is a not for profit organization working to address public health inequities, HIV vulnerabilities of migrants and human rights while promoting safe and regular migration. SPEAK Trust is working to improve access of HIV positive Pakistani Migrants and their families through evidence based advocacy, media awareness and service delivery.

Role: Strategy Development Consultant

Nature of the Consultancy “Development of a Migrant Health Strategy for Pakistan”

Tangible and Measurable Outputs

The draft final report will be written and shared with the National AIDS Control Program- Common Management Unit (CMU) and SPEAK Trust for review and onward sharing with CMU HIV/AIDS Technical Working Group (TWG) for review and feedback. After all the comments are addressed, the final report will be presented to National HIV TWG for endorsement and onward dissemination to relevant stakeholders and partners for implementation. The consultant is expected to deliver the following:

1)      Inception report including a strategic framework

2)     Inception report presentation and strategic framework outline to CMU-HIV/AIDS TWG

3)     National Migrant Health Strategy (Draft)

4)     Presentation of National Migrant Health Strategy (Draft) and IEC material (Draft) to CMU HIV/AIDS TWG.

5)      Final National Migrant Health Strategy and IEC  Material

6)     Presentation of Final National Migrant Health Strategy  and IEC  Material to the National HIV/AIDS TWG

7)      A “Situational Analysis, Learning and Policy Brief” for Migrant Health Advocacy

8)     Monitoring and Evaluation (M&E) Framework

Scope of Work/Work Assignment

The consultant will work in collaboration with SPEAK Trust to develop a strategy including;

1)      Review national, regional and global policies for migrant inclusion in national HIV/AIDS strategy.

2)     Review GAMCA centers practices and develop collaborative protocols with national and provincial AIDS Control Programs to train GAMCA officials on basic HIV management, counseling, awareness, HIV screening and awareness and referral mechanism

3)     Review the national strategic plan of regional countries with similar migration trends and patterns for reference to guide the development of National Migrant Health Strategy for Pakistan that can address the vulnerabilities and needs of migrants across migration continuum

4)     Undertake a review of existing HIV information education, risk and self-protection and communication material along its delivery platforms to sensitize migrants before departure.

5)      Develop a set of SOPs for the pre departure and post arrival screening, occupational risks of migrants, package of HIV IEC material, risk preparedness and risk management of migrants to deal with their migrant status.

6)     Identify mechanisms/platforms to provide HIV awareness to migrants during stay in host countries.

7)      Identify advocacy priorities to lobby with government of destination countries and international organizations to ensure migrants access to HIV services in destination countries.

8)     Reviewing existing literature, guidelines, and best practices related to HIV screening and referral mechanisms for migrant population at international airports/borders.

9)     Meetings with stakeholders including airport authorities, healthcare providers, civil society organizations, returnee/deportee migrants and other relevant stakeholders to gather input and insights.

10)  Develop a detailed strategy document that covers various aspects of HIV prevention and response for migrants outlining step-by-step process for implementing the HIV screening and referral mechanism at international airports and borders.

11)   Providing technical support and guidance during the implementation phase.

12)  Developing Monitoring and Evaluation (M&E) framework with clear indicators to access the impact of the screening and referral mechanism.

Qualification and Experience

1)      Advanced degree in public health, international migration, health management, or related field.

2)     Demonstrated expertise in HIV/AIDS preferably with a focus on migrants’ health.

3)     Proven experience in developing strategies, guidelines and protocols.

4)     Prior experience working with international organizations or government agencies is desirable.

Assignment Time frame

The assignment is for 30-45 days spanning over four months. The assignment is expected to start from 29th April, 2024 and conclude by 29th Aug, 2024
