The Government of Pakistan has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of the National Poverty Graduation Programme (NPGP) and intends to apply part of the proceeds for the recruitment of consulting services provided by an individual consultant as part of technical assistance for Institutionalization of NPGP as a regular programme in the Ministry of Poverty Alleviation and Social Safety (PA&SS).

The consulting services (“the services”) include development of institutional framework, structure of National Poverty Graduation Programme (NPGP) to pursue for necessary approval from the relevant forums of Government of Pakistan to solicit approval for its institutionalization as regular programme of Government of Pakistan to help graduate BISP beneficiaries out of extreme poverty. National Poverty Graduation Programme now invites eligible Individual consultants (“consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services in the form of a curriculum vitae (CV). A consultant will be selected in accordance with the individual consultant selection (ICS) method set out in IFAD’ Project Procurement Handbook that can be accessed via the IFAD website at www.ifad.org/project-procurement. Interviews will be conducted as part of the selection process.

The shortlisting criteria are:

  • Advanced University Degree (16 years or more) in Management Sciences, Social Sciences or any other relevant field from a nationally or internationally accredited University.
  • At least 25 years of experience of working in the areas of institutional development, financial management, social protection, and poverty alleviation projects funded by GoP and international donors.
  • Have knowledge and experience of working with relevant Ministries and departments that have critical role in institutionalization of such programmes.
  • Having comprehensive understanding of institutional development, restructuring /reorganization of Federal Government Organizations/Departments.
  • At least 10 years’ experience at senior management level of any national or international organization/department. Working with Federal and Provincial Government will be considered as an added advantage.

Skills Required:

  • Excellent understanding of Government of Pakistan’s administrative and financial systems.
  • Development of strategies, manuals, SoPs and regulations etc.
  • Leadership, communication, representation, relationship management and negotiation skills at senior level.
  • Functional skills in use of MS Office.
