Job Summary:

The DOPASI Foundation is hiring a Compliance Officer who will work closely with the Manager for Compliance and Subaward. The Compliance Officer will support the Manager in ensuring that the organization follows legal, ethical, and regulatory requirements governing the project objectives. Additionally, the Compliance Officer will assist in coordinating with sub-awardees for timely reporting.

  • Assist the Manager for Compliance in conducting compliance checks on various processes, including procurements, finance, administration, and program activities, to identify and prevent possible violations in accordance with internal, other donor/s, and USAID policies.
  • Contribute to advising the organization on changes to donor compliance regulations, assessing their impact, and developing donor-compliant solutions.
  • Support the Manager for Compliance in the development of policies, guidelines, tools, and templates to ensure optimal implementation of USAID and other donor compliance requirements.
  • Provide input and assistance on compliance-related sub-award questions, specifically related to USAID and donor contracts and partnership agreements.
  • Assist in the development and delivery of training programs on USAID compliance matters, including fraud prevention, reporting, ethics, and compliance, to project staff.
  • Contribute to the development of risk mitigation strategies for key risk areas and assist in responding to allegations of misconduct.
  • Aid in identifying and addressing potential areas of financial vulnerability, and contribute to the development and implementation of corrective action plans.
  • Participate in spot checks of procurement and finance documentation, financial records, etc., and provide feedback for improvement.
  • Conduct all business in a culturally respectful manner, maintaining high ethical standards, and avoiding conflicts of interest.
  • Assist in the development and management of sub-award agreements, including negotiations with sub-awardees.
  • Support the Manager for Compliance in overseeing the management and administration of all sub-awards under the donor funded project, ensuring compliance with internal, other donor/s, and USAID policies and regulations.
  • Participate in monitoring sub-award activities to ensure timely and effective implementation of project activities.
  • Provide guidance and support to sub-awardees in financial management, reporting, and compliance with donor requirements.
  • Aid in reviewing sub-award financial reports for accuracy and compliance with donor requirements.
  • Assist in coordinating with the relevant project team to ensure sub-awards comply with donor regulations and requirements.
  • Support in the preparation and submission of timely and accurate sub-award reports to donors and stakeholders.
  • Assist in participating in donor meetings and audits related to sub-awards as required.
  • Contribute to maintaining accurate and up-to-date records of all sub-award agreements and related documentation.
  • Perform any other tasks/responsibilities assigned by the Manager for Compliance and Subaward.

Educational Requirements and Qualifications.  The individual holding this position shall possess the following:

  • Bachelor’s degree in a finance, business administration or related field or Part Qualified from ACCA, CA.
  • Minimum of 2 years of experience in a compliance-related role, preferably with experience working on USAID programs.
  • Demonstrated knowledge of the USAID and international donor compliance regulations.
  • Strong computer skills, especially in the MS Office suite.
  • Excellent written and verbal communication skills.
  • Fluency in English (verbal & written).
  • Ability to work effectively in a team and establish strong relationships with stakeholders.
