Background

Save the Children International is one of the leading development organizations working in around 120 countries for children on a global scale. Save the Children started working in Pakistan in 1979 after the influx of Afghan refugees and since then maintained ambitious programming in the county. We have reached 14 million children and adults in Pakistan through health & nutrition, education, climate action, child protection, livelihoods, and humanitarian response programs. Save the Children has been and is working together with the Government of Pakistan across Pakistan.

Responsibilities 

Save the Children is seeking to recruit an External Stakeholders Coordination Consultant to support DCD Program Operations in managing Save the Children Pakistan’s programme implementation. The consultant will report to DCD Program Operations and provide their technical expertise in all aspects of the assignment including:

  • MoU/ Registration of Save the Children International, UK from Ministry of Interior.
  • Represent and liaise with government authorities, ministries, municipalities, local authorities and other relevant stakeholders.
  • Coordinate with security agencies and facilitate meetings for CD/ SMT.
  • Obtain requisite NOCs from Provincial Government and Ministry of Interior for project implementation across Pakistan.
  • Coordinate and support internally on matters related to relevant local government authorities.
  • Maintain strong collaboration with technical departments and local authorities/ organizations/ departments and ensure timely signature of authorization documents from relevant authorities.
  • Support the security department in government liaison processes.
  • Provide relevant support to SCI Pakistan for smooth implementation of humanitarian operations and development projects.
  • Any other task assigned by the DCD Program Operations.

Deliverables

The following are expected tasks and deliverables:

  • Overseeing and ensuring strategic government coordination and communication. Liaise with government authorities, ministries, municipalities, local authorities, others.
  • Submission of applications including timely approvals of NOC, LOI, LOU, MOU and other permissions.
  • Facilitation of meetings for CD/SMT with government officials.
  • Support and develop coordination and collaboration of Field offices/managers/security focal point with government.
  • Conduct risk analyses for area of operations and share with SC management.
  • Maintain strong collaboration with technical departments and local authorities/organizations/departments and ensure timely signature of authorization documents from relevant authorities.
  • Coordinate with security department and support them in defining internal security protocols and mechanisms.
  • Support SCI Pakistan’s humanitarian operations/response.
  • Process and provide support in securing foreign visas/Pakistani Visas for expatriates/ SCI Pakistan's human resource or stakeholders (Donors/members etc.) (National/International).

Payments

  • Monthly payment based on line manager's approval.
  • Time sheets will be required as supporting document for monthly payment processing.
  • The consultant will have to submit deliverables report every month approved by DCD Program Operations as supporting document for processing of payment.
  • Payment will be subject to taxation as per FBR requirements.

Additional job responsibilities

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
