About the Programme:

REMIT was launched in November 2021 and is now in third year of its programme cycle. ASI- REMIT was assigned two broad areas of the Programme, viz. revenue mobilization and improving investment climate whereas trade and macroeconomy were being implemented by International Trade Center (ITC) and World Bank Trust Fund (WBTF) respectively. Despite challenges and pause period, ASI–REMIT successfully delivered substantial and significantly important reforms and  secured performance rating of “A” in the 2 years consecutively. Based on the successful implementation of planned initiatives and capability of the team to work across the spectrum, FCDO assigned additional components / thematic areas to ASI–REMIT. ASI–REMIT team responded with a high degree of flexibility and adaptability to handle additional work and continued to focus on results and impact as guided by the ToC.

About the Responsive Policy Function (RPF) & RPF Quality Assurance Manager Role:

The RPF Quality Assurance Manager is responsible for overseeing all RPF activities and ensuring their quality and effectiveness. This role involves developing and implementing quality assurance processes, standards, and metrics to maintain the highest level of excellence across all RPF initiatives.

Duties and Responsibilities:

  • Develop and implement quality assurance policies and procedures for the RPF.
  • Conduct regular quality assessments of RPF activities, including proposal development, deliverables, and milestones.
  • Collaborate with the RPF Manager and technical team leads to ensure adherence to quality standards.
  • Provide guidance and support for the hiring of Short-Term Technical Assistance (STTA) and consultants to maintain quality standards.
  • Work with external technical partners to ensure the effective delivery of RPF activities, maintaining high-quality standards.
  • Regularly report to FCDO, REMIT Core Technical Leads, and Team Lead/Deputy Team Lead on quality assurance processes and outcomes.
  • Develop and manage a quality assurance tracker for monitoring and evaluating the effectiveness of RPF activities.
  • Coordinate with the Program Management Unit Team of REMIT to align quality assurance efforts with overall programme objectives.
  • Ensure that all RPF activities are compliant with FCDO requirements and best practices.
  • Facilitate training and capacity building for RPF team members on quality assurance processes and standards.
  • Perform additional tasks assigned by REMIT Team Leader/Deputy Team Leader and/or Core Technical Leads related to quality assurance.

Qualifications:

  • Master’s degree in economics, public policy, project management, business administration, or a relevant field.
  • Minimum of 10 years of experience public sector reforms or development programmes.
  • Strong understanding of quality assurance methodologies and best practices.
  • Experience working with donors, particularly the FCDO, in quality assurance roles.
  • Proven ability to work effectively with diverse teams, including government officials, donors, and technical experts.
  • Proficient in computer skills relevant to quality assurance and project management.
  • Excellent analytical, problem-solving, record-keeping, and reporting skills.
  • Strong communication and presentation skills, with fluency in English.

Reporting:

The RPF Quality Assurance Manager will report to REMIT’s Team Lead and will work closely with the RPF Manager, core technical leads, Project Management Unit, FCDO, and relevant authorities and institutions in Pakistan to ensure the highest quality standards in RPF activities.
