EOI is invited from local / national NGOs registered with Economic Affairs Division of Government of Pakistan having strong presence in the project areas with prior experience of implementation of at least 3 projects with minimum funding of PKR -1m under each relevant category in development work and/ or in humanitarian response during the last 3 years in any of the below sectors:
- Water, Sanitation and Hygiene (WASH),
- Health,
- Nutrition,
- Shelter/NFIs,
- Food Security and Livelihoods (FSL),
- Protection – Gender Equality and Social Inclusion including GBV.
- Disaster Risk Reduction/Disaster Risk Management.
- Education
- Financial Inclusion and empowerment.
- Climate Change
B. Geographical focus:
CIP is looking for interest from the local organizations following the eligibility criteria given in Section D below and have Primary Office / active program presence in one or most of the following provinces:
- Balochistan,
- Punjab,
- Khyber Pakhtunkhwa including newly merged districts Ex-FATA,
- Sindh,
- Azad Jammu Kashmir (AJK).
- Gilgit Baltistan(GB)
C. Eligibility Criteria:
All applications will be reviewed against the eligibility criteria defined below. Organizations that do not meet the eligibility criteria will be automatically disqualified.
The eligibility criteria are as under:
ü Applicants must be Pakistani Not for Profit Organizations legally registered in Pakistan.
ü Applicant organizations must be registered with Economic Affairs Division (EAD) having valid MOU.(valid during the last 1 year)
ü Applicant must have necessary legal registrations such as trust deeds, registration with provincial Social Welfare Department, PCP etc.
ü Applicant organizations must have prior relevant experience of implementing Donors’ funded projects related to one or more sectors given in section “B”.
ü Applicants must have either current operational presence in the areas mentioned in Section “C” or should have previous working experience in the mentioned areas during the last 3 years.
ü Applicants must provide audited financial statements for the previous three fiscal years.
ü NTN and annual tax returns for last three years.
ü Submission of complete application and documents
ü Ineligible entities will include those listed on the following sites:
ü The organization should not engage in political/ religious activities, money laundering, fraudulent, terrorist financing, smuggling of any kind of items, anti-state activities and maintaining links with proscribed organizations.
Have active exclusions in the System for Award Management (SAM); Appear on the Specially Designated Nationals (SDN) and Blocked Persons List maintained by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC), sometimes referred to as the “OFAC List”; and Appear on the United Nations Security Designation List.
D. Documents requirement for application submission:
- Cover letter.
- Copy of Registration as Not for Profit Organization with relevant Registration Authority under the local law.
- Copy of active EAD registration certificate.
- Copy of Organization legal registration (Trust deeds, Provincial Social Welfare Departments, PCP etc.).
- List of projects implemented particularly in the mentioned Province (Section “C”). The projects list must include project name, project-funding amount in USD, donor name, project duration, districts/ area, Humanitarian or Development and total number of people/beneficiaries reached as Annex-I on the given format.
- Reference of donor for at least 5 projects (Name of the donor focal person, official phone number, official email address, office address) as Annex-II on the given format.
- Proof/copy of NOCs obtained during the last 3 years for the donor-funded projects. (Please provide letter of request for NOC and actual NOC awarded against the request).
- External Audit Report of last three years.
- Active List of Board Members (name, designations, CNIC#).
- Updated Organization profile, including current year’s Total portfolio in USD.
- Composition of core team/SMT (name, designations, CNIC#)
- Organogram of organization. Including total head count with gender ratio.
- List of organizational policies in place with online link to the policy documents.
- Copy of NTN.
- Tax Exemption under Section 2 (36) (if obtained)
E. Application process and deadline:
Complete documents as mentioned in Section “E” or may be any additional documents supporting the eligibility as defined in Section “D” must reach to CARE International in Pakistan on the below given address and the soft copies of the documents on the given email by or before June 15, 2024, till PST 5:00 PM. Late submission shall not be entertained. In case organizations submit incomplete documents (missing any of the required documents and information) the submission will not be considered for further processing.
