General Position Summary

The Security Coordinator works closely with the Senior Manager Security and Government Liaison, field Security Officers/Security Focal Points and Heads of Offices to ensure that security management plan and standard operating procedures are in place and are fully implemented. The Security Coordinator will assist in providing regular feedback to relevant persons to ensure compliance to security procedures. S/he is responsible for reviewing and keeping the plans and procedures up to date, making assessment of prevailing security situation of Mercy Corps Pakistan’s areas of operation, keeping the senior management team (SMT) apprised of important threats, vulnerabilities and risks, and building the capacity of the team to implement the security plan and procedures. S/he also represents Mercy Corps, as advised by supervisor, to local governments and authorities and at routine security meetings/briefings.

Essential Job Responsibilities

Security Coordinator will assist Senior Manager Security and Government Liaison in:

Review, updating and implementation of security management plan (SMP) and security SOPs:

  • Review and update the SMP and the SOPs at least on a quarterly basis and as and when required, in consultation with the SMT and HQ.
  • Ensure that all Mercy Corps staff is fully oriented on the SMP and SOPs, and organize orientation/training sessions, and security drills
  • Make regular field visits and make assessments of the prevailing security situation as well as implementation of the SOPs, and make recommendations accordingly.
  • Provide capacity building to the security focal points.
  • Ensure travel tracking of staff for field movement according to the SOPs and with the help of the security focal points and movement tracking staff
  • Provide clear information and recommendations to the SMT with regards to the implementation of the SOPs

Safety and security of offices, guesthouses, and vehicles:

  • Ensure that the safety and security arrangements of Mercy Corps offices are up to date and according to the SMP.
  • Conduct regular drills and other relevant security exercises for all offices
  • Ensure all properties/premises have adequate first aid kits, fire extinguishers etc and provide necessary training to the staff
  • Ensure all vehicles carry standard safety equipment, including first aid kits, and provide regular training to drivers 
  • Supervise and provide necessary capacity building to the guards at Mercy Corps Islamabad

Security-related information and representation:

  • Act as alternate MC Pakistan’s security focal point and represent MC at security meetings and with local governments and authorities, and at other relevant forums as and when asked for.
  • Prepare necessary documentation for government and authorities as required, under the guidance of the supervisor.
  • Disseminate security information to all staff in a timely manner.
  • Provide security briefing to all new staff and HQ visitors in the absence of Senior Manager Security and Government Liaison.
  • Assist CD, as required, in developing strategies to continue work in times of heightened security.

Supervisory Responsibility

Directly supervised Islamabad office security guards and security Officer at Islamabad.

Technically supervises security focal point(s)/security officer(s) in the absence of Senior Manager Security and Government Liaison.

Accountability

Reports Directly To: Senior Manager Security and Government Liaison

Works Directly With: Security focal point(s)/security officer(s), Senior Management Team in the absence of Senior Manager Security and Government Liaison.

Knowledge and Experience

  • A minimum of Bachelor’s Degree from a recognized University combined with special safety and security trainings/certifications/courses, with a minimum of 05 years in security management experience, preferably in an international organization or large reputable organization in Pakistan; OR
  • Retired Army personnel are acceptable provided the candidate holds a minimum of a bachelor’s degree from a recognized university, and having safety and security related required specific experience.  
  • This position requires a clear understanding and knowledge of the procedures and policies of security management. 
  • Thorough understanding of issues affecting safety and security in the country. 
  • Good communicator (oral and written) and good organizational skills necessary. 
  • Fluency in English and Urdu (other local languages will be a plus).
  • Must be able to work independently as well as within a remotely located team and show initiative.
