1. AREAS OF RESPONSIBILITY
- Managment of Third Party Support component
- Facilitation in developing the selection of FSTP under EU rules and regulations
- Uploading the Tors with respect to FSTP on Horizon 2020 portal
- Contract signing
- Maintenance of data for managing FSTP component
- Monitoring of FSTP component
- Quality assurnace, compliance and accountability as per EU regulations for implmentation of FSTP component
- Record keeping of FSTP
- Coordinate with the Grants Manager and GBV coordinator in regular follow up for reporting and coordinating progress updates in the implementation of desired tangible results/ outcomes with respect to agreed deliverables in target districts
- Facilitate Project Officer Advocacy/ Communications and IT to update and maintain communications and database for EU project
- Assist Project Officer Advocacy/ Communications and IT to disseminate most significant changes for periodic visibility material
- Ensure that proper reporting and documentation systems are in place as per EU rules and regulations
- Ensure submission of regular and timely information through monitoring reports and visits
Implementation
- Liaise and coordinate with partner’s staff and community groups to ensure inclusiveness, accountability and best use of project resources
- Conduct monitoring and follow up of action plans of the FSTP component in consultation with Grants Manager
- Assist in the preparation of high-quality reports according to organizations’ and donors’ requirements
- Ensuring that timely and proper reporting, documentation systems are in place
- Ensures timely technical inputs and oversight at the different stages of FSTP related component
Monitoring
- Monitor ongoing / completed FSTP related activities through field visits and documents review and provide effective recommendations for future follow ups;
Evaluation
- Ensure opportunities for reflection on lessons learnt in implementation and completion of projects / program activities with respect to FSTP
- Assist in facilitating projects / programs evaluations;
A. Mainstreaming – Gender, Synergy building
- Ensure gender mainstreaming throughout the implementation of FSTP component of the grant
- Support Grants Manager/ GBV coordinator /project team in building and maintaining rapport with relevant stakeholders
B. Accountability & Quality Assurance
- Ensure compliance with the accountability standards and ensure the development of plans to meet NCA/ EU accountability standards and commitment;
- Support Project team to meet the procurement and administrative procedures to be aligned with NCA and EU grant requirements under FSTP component
2. MAIN TASKS
Managment of FSTP Component
- In close coordination Grants Manager/project team develop criteria for undertaking FSTP from time to time to abide by the and implement EU rules and regulations
- Establish, upgrade and upload criteria for awarding FSTP component on Horizon 2020 as per Devco Companion to Financial and Contractual Procedures
- In coordination with the Grants Manager to develop criteria for selection of independent evaluator to support senior management committee
- In coordination with the Grants Manager to arrange meetings of Senior Management Committee and Independent Evaluator to review Call for Proposals received on Horizon 2020
- Contribute in facilitating the Grants Manager to develop finalize a recipient to undertake FSTP to strengthen the capacity building of civil society organizations and eco-development pilot project implemented by selected Universities for effective implementation of EU Project, specifically for compliance assurance, appropriate visibility and gender mainstreaming;
- Coordinate with the Grants Manager in developing Terms of Reference for contracting an entity to undertake FSTP
- Monitor the performance of entity to execute FSTP component as per compliance and EU rules and regulations partners
- Upgrade and maintain documentation for regular donor reporting and from audit perspective
Qualifications and experience:-
- Master's degree preferably in development studies or relevant
- Minimum seven years experience, the implementation of Peacebuilding projects will be an added value
- Experience of working with international agencies and/or NGO an advantage
- Good understanding of local context, culture, vulnerable groups, and underlying socio-politico-economic situation and working with senior leaders and communities of diverse faiths
- Experience of developing program strategy and strong proposals and reports writing skills
- Good understanding and experience in the positive use of social media and digitalization tools
- Ability to work with minimal supervision to define work priorities
- Proficiency in written and spoken English with good knowledge of Urdu and other local languages
- A good team player, and learn and use online financial and budget management systems.
