The Consultant will be responsible for in-person/direct observation of the proceedings of the National Assembly and Senate Sessions, and Joint Sessions of the Parliament. This will be done under the guidelines and direction of the Senior Program Officer, aiming to bridge the communication gap between elected representatives and citizens. The Consultant will collaborate closely with the assembly secretariat and will be tasked with producing reports according to predetermined templates and formats on online portals.

To fulfill these responsibilities, the Consultant will undertake the following specific tasks:

Key Deliverables

  1. Direct Observation of Parliament: The Consultant will directly observe the proceedings of the National Assembly, Senate, and Joint Sessions of the Parliament to help produce the desired outputs i.e. daily factsheets, thematic reports, annual reports, and session reports. The Consultant will be responsible for acquiring all the relevant documents from the assembly secretariat i.e. bills, questions, and other relevant information.
  2. Enter Data on the Open Parliament Portal/Application: The Consultant will enter all the gathered information of the parliament observation onto an online portal. The consultant will maintain all data on different interventions on the portal.
  3. Timely Report Generation and Dissemination: The Consultant will be responsible for generating factsheets for both Houses and disseminating the reports via an online ListServ. This includes furnishing reports such as session reports, thematic reports, and annual reports. Additionally, the observer will ensure that reports are compiled accurately and delivered promptly to relevant stakeholders.
  4. Any other task assigned by the supervisor.

Required Qualification, Experience, and Competencies

  • Master’s degree in political science, or in a relevant discipline;
  • Excellent communication, reporting, and writing skills;
  • Two years of work experience in similar roles;
  • Ability to work in a team and independently;
  • Effective interpersonal skills;
  • Well versed in use of MS Office and online data entry portals;
  • Willingness to travel as and when required
  • Proficiency in English and Urdu is required.

Payment

Payments to the consultant will be made every month in Pak Rupees. Any payment made to a Consultant on account of services will be subject to withholding tax, if applicable, in accordance with the laws of Pakistan. Travel and boarding lodging expenses for field or monitoring visits will be covered by TDEA as per policy.
