Background

German Red Cross is working in Pakistan under a bilateral agreement / MoU signed with the Pakistan Red Crescent Society (PRCS).

Currently, GRC is using the following two HR policies and salary structures for the GRC-supported staff in Pakistan.

a)    The PRCS NHQ HR regulations and salary structure are being applied to all GRC-supported staff who are in direct line management of PRCS but responsible for and working for the GRC-funded projects. The labor relations between the GRC and the PRCS Staff (PRCS project staff) members in Pakistan are governed by the individual employment contracts and the PRCS NHQ HR Policy /staff Service Regulations 2018.

b)    The GRC HR Policy and salary structure for GRC seconded staff, who are in direct line management of the GRC to manage GRC-funded projects. The labor relations between the GRC and the GRC Seconded Staff (local staff on PRCS contracts and seconded to the GRC) are governed by the individual employment contracts and the GRC Adopted HR Policy (IFRC HR Regulations-2019 adopted by the GRC with a few exceptions).

German Red Cross (GRC) plans an assessment for performing the review of the existing HR Policy/ regulations, and salary scale, and proposes recommendations for improvement in Pakistan in March- April 2024
