U.S. Mission Pakistan is seeking applications from qualified individuals for the Public Engagement Assistant (Education Outreach Coordinator) position in U.S. Embassy, Islamabad.
Basic Function of the Position – The Education Outreach Coordinator works under the direct supervision of the Education Specialist or Public Affairs Officer (PAO) designee and coordinates Mission Pakistan and U.S. Embassy Islamabad Public Diplomacy (PD) education engagement with education-linked audiences, including faculty, academics, and administrators, university and high school students, and community leaders in the field of higher education. The job holder will plan and implement programs that encourage Pakistani students and educators—including those from underrepresented minority populations—to explore education opportunities in the United States through interactions with EducationUSA, U.S. higher education representatives, and U.S. academics and subject matter experts. The incumbent will build the Embassy’s relationship with school and community leaders working in the field of education, including the development of collaborative university partnerships that strengthen the capacity of Pakistani higher education faculty, researchers, and institutions. The incumbent will also be responsible for and assist with grants on education-related programming, for which required training will be provided.
Qualification Requirements:

Option 1
EXPERIENCE: Minimum three (3) years of experience in education, communications, marketing, or public outreach is required.
EDUCATION: Completion of University Degree (16 years of education) in Education, American Studies, International Relations, Communications, Marketing, or local equivalent is required.
OR
Option 2
EXPERIENCE: Minimum five (5) years of experience in education, communications, marketing, or public outreach is required.
EDUCATION: Completion of College or University Studies (14 years of education) is required.

Job Knowledge: The incumbent should have detailed knowledge of U.S. foreign policy and American interests as they apply to Pakistan, especially to the higher education sector, is required. General knowledge of USG and DOS structure, as well as of PD bureaus within the DOS, is required. Detailed knowledge of the U.S. higher education system, the college application process, standardized entrance exams, and financial aid is required, as is knowledge of the U.S. political system and American history, literature, culture, and geography. Familiarity with virtual applications and technologies, including Massive Open Online Courses (MOOCs) and digital tools used by students, teachers, and professors, is required. A thorough understanding of the attitudes and preferences of the higher education sector in Pakistan, including the regional, ethnic, social, cultural, linguistic, and other factors and institutions that shape those attitudes, is required. Detailed knowledge of Pakistani secondary and tertiary academic institutions, standards of instruction and curriculum relating to the United States, and general standards and practice for education systems and non-governmental organizations (NGOs) is required. Knowledge of typical customer service standards and marketing tools designed to engage specific audience segments in Pakistan, particularly the higher education sector, is required.
LANGUAGE: Level IV (fluent) Speaking/Reading/Writing in English and Urdu is required. English language skills may be tested.
Skills And Abilities:
Analytic Skills: Must have strong analytic skills and the ability to conceptualize how best to use PD tools to move Pakistani attitudes in positive ways. Must be able to advise PD and Mission officers and staff of opportunities to promote Mission education outreach objectives; identify, analyze, predict, and assess priority audience attitudes; and evaluate the impact of programs, projects, initiatives, campaigns, events, and activities, and modify approaches for the best outcomes. Must be able to perceive the emergence of new influencers and adjust operations and programs accordingly.
Communication and Interpersonal Skills: Must have excellent customer relations, interpersonal, and cross-cultural communication skills and be able to identify and engage key figures critical to shaping local educational priorities and practices. Must have excellent written and oral communication skills, including public speaking, interviewing for evaluation purposes, writing reports, and contributing materials for publication in both English and Urdu. Must be able to tailor communications to fit formal and informal situations and different ethnic, religious, and linguistic cultures. Must be able to brief U.S. officers and visitors on a variety of issues and interpret between English and Urdu for public programs.
Management Skills: TStrong management skills are required, including the ability to develop and track project budgets, under the supervision of the Education Specialist (or PAO designee) and in coordination with the Resource Coordination unit, and to organize, run, and present projects such as workshops, seminars, digital and in-person conferences, panel discussions, lectures, and camps. Must be able to negotiate agreements with partner institutions and manage their fulfillment, under the direction of the Education Specialist (or PAO designee).
Technical Skills: Good keyboarding and data entry skills and excellent familiarity with electronic discovery tools, in particular the internet, and standard information retrieval practices and procedures are required. Thorough knowledge of various computer software programs, specifically Microsoft Word, Excel, and PD-specific software, databases, and reporting tools, is required. Must be able to use social media and mobile platforms, MOOCs, podcast creation tools, and basic photo and video tools. Must have good numerical skills to be able to develop and manage project and grant budgets; must be able to develop descriptive statistical analyses of target audience segments and the impact of education activities and initiatives.
