I)Organizational Context and Scope
The Community Resilience Activity-North (CRA-N) Project is designed to support Community-Level Resilience Development, Conflict Prevention and Flood Recovery activities within Khyber Pakhtunkhwa, Sindh, and Balochistan Provinces. CRA-N will pursue a multi-disciplinary and community-participatory approach and will work in close coordination with the Government of Pakistan (GoP) at the regional and district levels. The National Program Officer (Resilience) will be working directly under the leadership of the CRA-North Deputy Chief of Party and under the overall supervision of the CRA-North Chief of Party. The National Program Officer (Resilience) will provide technical and administrative support in the implementation of regional and district Resilience and Flood Recovery programming within his/her Area of Responsibility (AOR) to support innovative approaches that will support
Increased Civic Engagement; Strengthened Community Cohesion; Support For Former TDP Reintegration and Enabling Flood Affectees To Build Back Better; while reducing marginalization and increasing resilience amongst communities within Khyber Pakhtunkhwa Province.
II)Responsibilities and Accountabilities
- Assist the Deputy Chief of the Party in the design, implementation, and closure of Regional & District based Community Resilience programming activities within Peshawar, Khyber, Orakzai, Kurram, North Waziristan & Swat Districts; in accordance with CRA-North and Stakeholder Strategies.
- Support the Deputy Chief of Party in managing CRA-North Project Stakeholder, Implementing Partner & Service Provider relationships within Peshawar, Khyber, Orakzai, Kurram, North Waziristan & Swat Districts.
- Under the leadership of the CRA-North DCOP, develop Community Resilience Concepts in line with the CRA-North & Stakeholder Strategies, while synchronizing CRA-North’s programming with identified ministries and departments at the Provincial & Federal level.
- In close collaboration and coordination with the DCOP, and Regional Team Leader (Peshawar) provides the required technical guidance, and support in the implementation and monitoring of Community Resilience programming activities; while ensuring that the Community Resilience Programming Matrix remains updated and relevant for programmatic discussions on progress.
- Identify and build a collaborative network with Implementing Partners, and Government Agencies who are engaged in Community Resilience programming within the target districts; while encouraging collaboration on research, programming and advocacy to guide the program team in identifying New Concepts on (i) Strengthening Civil Society; (ii) Community Cohesion and (iii) Reintegration of Former TDP’s;
- Maintain relevant Stakeholder Mapping records; and ensure that there is a current Stakeholder Directory in place representing Regional and Federal actors. Extend support to the CRA-North DCOP to maintain Project Stakeholder relationships under our Community Resilience programming. Lead efforts to facilitate formal collaborations through MOUs/ partnerships/ LOEs with the relevant Government Departments and Stakeholders
- Provide guidance and instruction to the Regional and District personnel to incorporate effective Gender Mainstreaming components into Community Resilience programming development and design.
- In coordination with the Programming, Engineering, Communications, Grants & M&E Teams, coordinate effective monitoring and execution of Community Resilience programming.
- Coordinate the activities of the Implementing Partner Technical Review Committee (Resilience) which is responsible for oversight and engagement with CRA-North Community Resilience Implementing Partners.
- Represent CRA-North at regional Community Resilience Events as per the approval of the DCOP/COP; while arranging networking and collaboration missions that serve to strengthen overall programming impact.
- Collaborate with the CRA-North Communications Department to develop communication products for dissemination to the CRA-North Donor and relevant Stakeholders in line with the Project’s Communications and Branding policies.
- Maintain a clear understanding of the region and its diverse communities, while contributing to the design and implementation of regional community resilience requirements for CRA-N programming.

III)Required Qualifications and Experience
a)Education
Bachelor’s Degree: Political Science, International Relations, Development studies, and Agriculture and equivalent social sciences.
b)Experience
- Minimum of 2 years experience working with community development project implementation, preferably with familiarity in identifying and addressing community resilience gaps and understanding how to strengthen community cohesion.
- Proven experience in writing, editing, and critical thinking.
- Capacity to understand and analyze the local, district, and regional implementation environment and how this environment caters to the effective design and implementation of community resilience-focused programming suitable to the geographical, cultural and political context.
- Knowledge of the newly merged districts (NMD’s) geography, culture and government structure is a distinct advantage.
- Knowledge and experience working with USAID-funded community resilience-focused programs is preferred.
- Knowledge and experience working with UN Agencies is preferred.
- Excellent written and oral communication skills in English and Urdu, with proficiency in Pashto, considered a distinct advantage.
