Program / Department Summary

Mercy Corps has been implementing TB control interventions in Pakistan since 2002. In 2007, Mercy Corps became the first private sector principal recipient of The Global Fund TB grant to Pakistan. Since then, Mercy Corps has implemented country-wide TB control interventions directly and through implementing partners. In Grant Cycle 7, Mercy Corps will implement public-private mix interventions (PPM) in over 100 districts of the country, as well as community engagement, specimen transportation (ST) and active case finding (ACF). Mercy Corps is committed to implementing TB Preventive Treatment (TPT) as well as to contribute in the management of Childhood TB (CHTB) and TB-HIV among registered TB patients.

 General Position Summary

This position will oversee the implementation of Public Private Mix (PPM) and Enhanced Case Finding (ECF) intervention. The PPM intervention involves taking onboard the private healthcare providers running solo clinics as family physicians or specialists through a partnership agreement, while the ECF intervention entails the onboarding of private hospitals for TB care, management and preventive services.

SPM PPM will provide strategic direction and oversight to both components. The SPM will be mainly responsible for developing/updating technical guidelines of both components and will ensure the successful implementation of the existing GP model and its expansion in terms of numbers in the 119 districts where Mercy Corps is implementing the GC7 grant. Under the PPM component, the SPM will also oversee the implementation of the Childhood TB, TB preventive therapy and TB/HIV intervention.

S/he will review the performance of the ECF intervention and will advise on further enhancing the quality of the intervention. S/he will also supervise the Diagnostic Coordinator Xpert and labs for quality diagnosis of the TB patients that report to the private health facilities including both GP clinics and private hospitals.

The SPM will conduct periodic review meetings with teams of both components to timely address any issues and provide technical guidance on implementing action plans for effective and quality implementation. S/he will also be responsible for maintaining liaison with Sub-Recipients (SRs) and Provincial TB Control Programs (PTPs) to seek support in the smooth implementation of these components.   

 Essential Job Responsibilities

  1. Provide technical support and guidance in the development and revision of operational and technical guidelines for both components.
  2. Ensure that capacity-building sessions are organized to enhance the understanding of all team members engaged in both components of the technical and operational guidelines.
  3. Responsible for the expansion of the GP and large private hospital networks, installation of new GeneXpert machines and quality diagnosis at PPM labs as per the scope of the GC7 grant.
  4. Facilitate the development of monthly work plans for PPM and ECF interventions. Review the work plans to ensure the inclusion of all critical activities.
  5. Foster close collaboration with national and provincial TB control programs to ensure the effective implementation of both components.
  6. Actively participate in technical discussions and contribute to the technical working groups formed by NTP, share insights, lessons learnt and challenges in the implementation and seek guidance and support from the technical teams at national and provincial TB control programs.
  7. Lead the progress review meetings, conducting an in-depth analysis of all indicators related to both components, identifying areas of improvement and supporting the team in developing action plans to address challenges.
  8. Conduct weekly meetings with coordinators PPM, ECF and Xpert to get timely updates and provide timely support, use this platform to jointly review the progress in both of the components.  
  9. Review and provide feedback on the field visit reports of the coordinators and make sure that all field-related challenges are addressed timely and appropriately
  10. Conduct monthly meetings with project managers of SRs to get updates and feedback on both components and understand field challenges to provide support
  11. Ensure that all components are implemented as per the guidelines, and hold the team accountable in case of deviation from the guidelines and set protocols for any activity.
  12. Ensure smooth scale-up and quality implementation of GeneXpert network enhancement in the ECF hospitals in close coordination with Coordinator Xpert and Labs.
  13. Supervise the CHTB/TPT and TB/HIV Coordinator for quality implementation of these interventions and provide technical support
  14. Periodically present the key findings of both interventions to the Project Director to seek support.
  15. Work closely with the finance team to analyze Budget versus Actuals (BVAs) for all components and ensure that the components are within the budget and scope
  16. Work closely with the operations team to ensure timely procurement and distribution of cartridges, PPE and other required items.
  17. Contribute to donor reporting by providing timely information to the relevant team members.
  18. Establish a culture of information sharing especially between field teams and their respective coordinators.
  19. Conduct periodic field visits to ensure the quality of activities and to provide on-site support to the field teams as and when required.
  20. Conduct regular meetings with vendors to gain insights into key issues with the Xpert machines and establish a systematic approach for addressing and resolving issues in a timely manner

Accountability  

Reports Directly To: Project Director - TB

Works Directly With ECF, ACF, PPM, Specimen Transportation, TPT/TB-HIV & CHTB, Data Management, MEL, Operations and Finance teams.

 

Knowledge and Experience  

  •  Medical doctor and/or Master’s degree in Public Health, Health Management or a related field is preferred
  • A minimum of 10 years experience in public health with five (5) years of progressive leadership experience in the management of public health programs, with a specific focus on TB control or other health issues, is highly desirable.
  • Proven track record of successfully overseeing and implementing large-scale public health programs including outreach activities.
  • Strategic thinking to provide direction and oversight.
  • Strong technical knowledge of TB with expertise in developing high-quality technical documents.
  • Experience in the successful implementation and scale-up of technology applications in healthcare settings.
  • Proven ability to identify and address data-related challenges, proposing effective solutions to enhance data quality.
  • Excellent collaboration skills, with a proven ability to work closely with implementing partners, government stakeholders and diverse teams
  • Strong communication skills, both written and verbal, for effectively conveying technical guidance and insight
  • Experience in financial management of large-scale projects is required.
  • Experience of working with International organizations is must.
