1. Position Summary

The Technical Expert will serve as the organization’s focal point for gender, disability inclusion, ensuring that all programmes, tools, infrastructures, and learning environments adhere to global and national standards on gender, disability rights and inclusive education. The role will support programme teams to operationalize inclusive practices in line with Washington Group Questions (WGQs), global best practices in gender, accessibility standards, and intersectional inclusion principles.

2. Key Responsibilities

2.1 Technical Guidance and Strategy Development

  • Provide strategic direction for gender, disability-inclusive programming across the organization.
  • Lead gender, disability inclusion assessments, accessibility audits, and barrier analyses for programme sites.
  • Guide adaptation of curriculum, teaching-learning materials, and community engagement approaches to meet diverse needs of children with disabilities. 

2.2 Tool Development and Capacity Building

  • Develop and/or refine tools for gender, disability screening, referral, inclusive pedagogy, and accessible communication.
  • Deliver trainings to staff, partners, teachers, and SMCs on gender, disability rights, inclusive education, universal design for learning (UDL), and reasonable accommodation.
  • Provide ongoing mentoring to field teams on implementing inclusive practices.
  • Conduct staff orientations and capacity building on gender, PSEA, safeguarding, and case-handling procedures within mandate.

 

2.3 Coordination and Partnerships

  • Coordinate with government departments, gender, special education institutions, DPOs (Disabled Persons Organizations), and service providers for referrals and technical collaboration.
  • Represent the organization in gender, disability inclusion working groups and relevant coordination platforms.

 

2.4 Monitoring, Evaluation and Reporting

  • Integrate gender and disability-sensitive indicators in M&E frameworks.
  • Analyze data using WGQs or other recognized tools to track progress on inclusion outcomes.
  • Contribute to donor reporting, evidence generation, and documentation of promising practices.

2.5 Compliance, Safeguarding and Risk Reduction

  • Ensure gender and disability inclusion is fully embedded in safeguarding systems and community feedback mechanisms.
  • Identify risks to participation of children with disabilities and recommend mitigation measures.

3. Required Qualifications and Experience

  • Master’s degree in Inclusive Education, Special Education, Disability Studies, Social Sciences, Gender Studies or related field.
  • At least 5 years of experience in gender, disability-inclusive programming, ideally in education, protection, or humanitarian contexts.
  • Demonstrated experience conducting accessibility assessments and working with DPOs.
  • Strong familiarity with CRPD, inclusive education policies, UDL, WGQs, and related global frameworks.

4. Competencies

  • Strong technical understanding of gender, disability rights and inclusion.
  • Training facilitation skills and ability to translate technical concepts for diverse audiences.
  • Strong problem-solving, analytical, and communication capabilities.
  • Ability to travel extensively to field sites.
