Kokkyo naki Kodomotachi (KnK) Japan Pakistan Office invites sealed proposals from eligible PEC-registered structural engineering consulting firms for a 6-month lump-sum contract under the Capacity Development for Climate Resilient Infrastructure (CD-CRI) project. The assignment is focused on developing and institutionalizing tools and training for climate-resilient construction in Pakistan. Key scope elements include:

  • SHA Tools & Methodology: Develop and digitize Structural Health Assessment (SHA) forms and checklists, aligned with Pakistan Building Code 2021 and international standards (e.g. FEMA, ATC guidelines). Provide documentation for the SHA methodology to enable software development of a digital assessment tool.
  • Stakeholder Engagement: Work closely with the National bodies and Government Concerned Stakeholders including formal MoUs, consultative workshops, and a joint working group to ensure the SHA tools and guidelines are adopted by national institutions.
  • Manuals & Guidelines: Develop a suite of knowledge products  including an SHA Manual, field assessment guides, climate-resilient design guidelines, an engineer’s handbook, and training modules  incorporating international best practices and local hazard contexts.
  • Digital Hub Support: Provide technical support to set up a “Digital Hub” (hardware/software or digital knowledge hub) for SHA data collection and analysis, and assist in establishing a digital repository for tools and training resources.
  • Capacity Building: Deliver a Training of Trainers (ToT) program for master trainers (engineers) and facilitate cascade training for provincial engineers/planners (approximately 60) and on-site training for artisans (200) on hazard-resistant construction techniques.

Eligibility: Participation is open to consulting firms registered with the Pakistan Engineering Council (PEC); a valid PEC registration certificate is mandatory and must be submitted with the proposal. Firms must demonstrate relevant experience in structural and earthquake engineering, development of technical manuals/guidelines, and delivery of capacity-building/training programs in the construction/DRR sector. Individual consultants/sole proprietors are not eligible to apply under this RFP.

Procurement Method: The procurement will follow KnK Japan and GIZ procurement guidelines, ensuring transparency, accountability, and fairness in selection. The sequential two-envelope RFP procedure will be applied. Bidders shall submit technical proposals only at this stage. Financial Proposals will be called for in a second stage from those bidders who achieve the minimum qualifying technical score / are declared technically responsive.

Proposal Submission: Proposals must be delivered in hard copy (by courier) to the KnK Japan Pakistan Office, Islamabad, on or before the submission deadline. Electronic submissions (email/fax) will not be accepted. The outer envelope/package shall be clearly marked with the RFP title and reference number. Late submissions and incomplete submissions shall be rejected.
