CHILD SAFEGUARDING:

Level 3: The role has frequent or intensive contact with children. The post holder ensures all direct reports and partners: (i) understand and adhere to the Child Safeguarding Policy and Code of Conduct; (ii) provide age‑appropriate information (verbal/written, in Urdu/Sindhi) to beneficiaries on safeguarding and reporting channels; and (iii) complete vetting/background checks per SCI policy.

ROLE PURPOSE:

Save the Children, Pakistan (SC Pakistan) is seeking a Supply Chain Manager, for its USDA-funded McGovern Dole Food for Education and Child Nutrition Program in Pakistan. The Sindh Sustainable School Meals (SSSM) project which will be implemented in three districts of Sindh including Thatta and Sujawal, to reach 530 schools and over 150,000 direct beneficiaries.

The Supply Chain Manager leads end‑to‑end commodity and supply chain operations (importation, survey & port operations, warehousing, transport, last‑mile distribution, procurement, data, and security) for both U.S. in‑kind and Local & Regional Procurement (LRP) commodities. The role ensures full compliance with 7 CFR 1599, relevant 2 CFR Part 200 requirements, and Save the Children International’s (SCI) Commodity Management Manual—maintaining accountability and traceability from receipt to final distribution and end‑use monitoring. The manager also partners closely with Save the Children US (SCUS), government counterparts, and port authorities to achieve timely clearance, minimize losses, and meet all USDA documentation and reporting requirements.

SCOPE OF ROLE:

Reports to: Deputy Chief of Party

Coordinate with: SCUS Commodity / Shipping Advisor, Project Technical Leads, MEAL, Finance, Awards, Security and Government Counterparts (Education, Customs/Port, Food Authorities)

Staff reporting to this post: Up to 5 positions including Warehouse Lead, Transport Coordinator, Commodity and Procurement Officers

Budget Responsibilities: Transport, shipping, handling, and warehouse operating budgets

KEY AREAS OF ACCOUNTABILITY:

 Commodity Strategy, Planning and Compliance

  • Lead annual and rolling pipeline & resource estimation, call‑forward planning with SCUS, and shipment scheduling aligned to school calendars, storage capacity, and burn rates. Own the Commodity Management Plan, SOPs, and internal controls to ensure compliance with 7 CFR 1599, SCI policy, segregation of duties, and zero tolerance for loss/diversion. Establish and enforce receiving/dispatch/stock accounting procedures (GACAP‑aligned), monthly physical counts, reconciliations, and loss investigations with corrective/preventive actions (CAPA).
  • Lead the food fortification process for U.S. Hard Red Winter Wheat milled in Sindh, coordinating with certified mills. Ensure compliance with USDA and Sindh Food Authority standards, verify nutrient levels, oversee lab testing, and maintain fortification certificates and records.

Port Operations, Importation & Clearance

  • Coordinate with SCUS, shipping agents, clearing & forwarding, surveyors, customs, and port authorities to ensure compliant and timely clearance. Oversee surveys, tally, fumigation, quality assurance, and documentation (B/L, COAs, survey reports, claims) with tight custody and audit trails.

Warehousing, Transport, and Last-Mile Delivery

  • Design and oversee the warehouse network (central and satellite), including layout, racking/palletization, FEFO controls, pest management, and HSE. Procure and manage transport (3PLs), routing, delivery SLAs, proof‑of‑delivery (POD), and exception handling to distribution points and hub kitchens. Implement Good Distribution Practice (GDP) and cold/ambient chain controls as applicable; conduct regular facility and partner compliance audits.

Procurement and Vendor Management

  • Lead strategic sourcing for transport, warehouse services, fumigation, packaging, and ancillary goods/services; run fair and transparent processes per SCI and donor rules. Establish vendor performance management (OTIF, quality, compliance, cost), risk reviews, and corrective actions; maintain active and contingency supplier panels.

Digital Tracking, Data Management, and Reporting

  • Maintain a digital commodity tracking system (e.g., LMIS/stock ledgers, barcoding where feasible) integrating receipts, issues, transfers, and losses; ensure monthly commodity accounting. Coordinate with MEAL to analyze end‑use monitoring data and address irregularities. Produce accurate and timely commodity reports (e.g., CRS, loss/damage, pipeline/burn‑rate) and inputs for SAPR and donor submissions.

Risk, Assurance, and Audit Readiness

  • Maintain a live risk register (spoilage, infestation, contamination, diversion, delivery delays), with mitigations and scenario plans (port congestion, monsoon, security incidents). Drive loss‑prevention and claims management; ensure documentation sufficiency for audits (internal, donor, external).

Stakeholder and Government Engagement

  • Build effective working relationships with Government (Education, Customs/Port, Food Authorities), community committees, implementing partners, and schools. Promote transparency and accountability to communities; support grievance redressal mechanisms related to commodity management.

People Management and Capability Building

  • Lead, coach, and performance‑manage the commodity and supply chain team (objective setting, quarterly/annual reviews, development plans). Design and deliver capacity building on CFR/SCI compliance, warehouse best practices, GDP, loss prevention, and data/reporting standards for staff and partners.

QUALIFICATIONS, EXPERIENCE AND SKILLS:

Essential (must have)

  • Bachelor’s degree in Supply Chain / Logistics, Business Administration, or related field required. (Master’s preferred or equivalent).
  • Minimum of ten years of progressive supply chain/logistics/procurement management experience including distributed teams and large-scale food or commodity operations, required.
  • Minimum of three years of broader development or humanitarian sector experience, preferred.
  • Minimum five years of work experience in Sindh is required.
  • Knowledge of and experience with Food Aid programs and/or bi-lateral donor regulations, such as USDA (22 CFR 211, 2 CFR Part 200, 7 CFR Part 1590 and 1599) preferred. 
  • Knowledge of national and international import/export legislation and customs regulations.
  • Proven leadership in procurement, transport/last-mile distribution, warehousing and stock management with audit-ready documentation, fleet management, asset management, communications, and security.
  • Familiarity with wheat flour fortification standards, national and USDA requirements, and coordination with authorities such as GAIN or Sindh Food Authority for compliance and certification.
  • Excellent computer skills, proficiency in Microsoft Office applications (particularly Excel), and digital data collection LMIS tools (e.g., Kobo Toolbox); strong data analysis for pipeline, burn-rate, and loss analytics.
  • Strong written and communication skills in Urdu and English.
  • Ability and willingness to travel up to 30% within Sindh.

 Desirable (people with these skills/experience will be more advantage)

  • Master’s degree or professional certifications (e.g., CSCP, CLTD, CIPS).
  • Corporate sector experience in sourcing/vendor management; experience introducing barcoding or WMS.
  • Experience with USDA McGovern-Dole or other school feeding programs in Pakistan or internationally.
  • Fluency in Sindhi (written and communication skills)
