SCOPE OF WORK – Draftsman/CAD Operator
Project Background/Introduction
This assignment is part of the Sindh Peoples Housing for Flood Affectees (SPHF) initiative, funded by UNIDO under the PAIDAR project. CRS is providing technical assistance to SPHF, including support for data collection, assessment, analysis, and technical quality assurance, while SPHF is the contracting authority responsible for hiring staff and consultants, logistics, administration, and issuing agreements. This is an SPHF project; SPHF holds contractual obligations and approvals. CRS has no contractual obligations whatsoever and serves solely as a technical assistance partner to SPHF.
Sindh Peoples Housing for Flood Affectees (SPHF), the government entity established to reconstruct the 2.1 million houses in Sindh, has collaborated with the PAIDAR programme to support the targeted improvements of basic infrastructure in pre-identified villages within selected districts of Sindh province, for five districts Sujawal, Thatta, Badin, Tharparkar and Larkana. SPHF (with technical assistance of CRS) is developing Climate Resilient Settlement Development Plan (CRSDP) for PAIDAR programme in five districts, providing technical assistance for data collection, assessment, and analysis. SPHF (with technical assistance of CRS) will engage and hire the required human resources, arrange the administrations, logistics and consultancy services and conduct orientations and trainings for accurate data collection, assessment, and analysis. The project encompasses sectors such as access to basic infrastructures and feasibility studies for climate-resilient, green, and innovative solutions to improve post-flood infrastructure and utilities, aiming that flood affected communities have safe, resilient, and dignified living in sustainable settlements.
Objective and Responsibilities
The objective of this consultancy is to provide high-quality CAD drafting and digitization services to support SPHF’s CRSDP technical workflows, focusing on accurate 2D drawings, map digitization, and documentation under the direction of SPHF engineers/technical leads.
to support the "The Climate Resilient Settlement Development in Sindh Province. The role of the draftsman or CAD operator includes preparing and updating technical drawings by tracing village features on PDF and AutoCAD files, digitizing field measurements and observations, and converting them into accurate layouts. The position also supports planning by producing detailed maps and layout drawings that guide site development, infrastructure placement, and technical decision making. .
The Draftsman/CAD Operator will also be responsible for creating detailed 2D architectural drawings and for various village facilities, including houses, roads, pathways, social infrastructure, and other physical infrastructure. The role requires proficiency in AutoCAD and designs.
Below are the main tasks for this consultancy:
- Collaborate with project engineers and other team members to understand design requirements and project scope.
- Digitize and draft plans and layouts for roads, pathways, utilities, and other community facilities per instructions..
- Digitization of infrastructure and other social services maps.
- Develop 2D and 3D architectural drawings and models for village-level projects, including residential, social, and physical infrastructure.
- Ensure that designs meet technical specifications, local regulations, and sustainability standards.
- Revise designs and models based on feedback from SPHF/CRS stakeholders, incorporating any necessary adjustments.
- Conduct site visits (as required) and assessments to gather data and understand project needs.
- Integrate sustainable design principles into architectural plans, ensuring climate resilience and energy efficiency.
- Maintain an organized library and version controlled repository of design files, templates, and materials, and software settings for easy reference and reuse.
Deliverables
a) Participation in SPHF/CRS orientation/training prior to field work.
b) Accurate and detailed PDF layouts for existing and proposed features/community infrastructures.
c) Technical drawings and maps meeting project requirements and standards.
d) Regular updates and reports on project progress and costs.
e) Effective collaboration with project team members and stakeholders.
f) Timely resolution of technical issues and challenges
g) Submission of editable CAD and PDF layouts.
h) Field visit notes/photo logs (where applicable), with geo-references.
The Deliverables will be accepted when:
- All files meet the technical standards as described in this SOW.
- QA/QC checklist is complete with zero critical defects
- Revisions requested by SPHF/CRS are addressed within agreed timelines.
Reporting relationships
The Draftsman/CAD will report directly to the Program Manager (Waseem as the Project lead) and will collaborate closely with other Architects and technical experts, and field teams.
Duration of contract
The contract for the assignment will be on daily wages basis and duration for the assignment will be 70 working days (Subject to task completion and performance). Any changes in the scope or LOE requires prior written approval from SPHF.

Education
- One Year diploma of draftsman/CAD Operator. Engineering background / bachelor’s degree in architecture, or a related field will be preferred.
- Have working experience of AutoCAD and Microsoft Office
- Experience in designing residential and community infrastructure, with a focus on rural or village settings.
- Strong understanding of architectural and engineering principles, including structural design and material specifications.
- Ability to work collaboratively with cross-functional teams and adapt to project needs.
- Excellent attention to detail, with a strong visual and aesthetic sense.
- Good communication skills, with the ability to present design ideas clearly to non-technical stakeholders.
Payment
The Draftsman/CAD Operator will be given PKR 6,700 (six thousand seven hundred rupees) per working day, inclusive of communication allowance; applicable taxes as per law.
Invoicing: Monthly invoice + signed timesheets + deliverable acceptance confirmation from SPHF/CRS.
No payment for rework caused by quality or standards non-compliance.
SPHF may convert to milestone-based payments linked to deliverable acceptance.
Preferred Skills:
- Familiarity with sustainable design practices and green building standards.
- SketchUp, Lumion, and other relevant 3D rendering and visualization software.
- Knowledge of local building codes and construction
Required Competencies, Experience:
- Proven expertise in designing and implementing waste management systems in rural or resource-constrained environments.
- Knowledge of circular economy principles and their application in waste management.
- Strong analytical and problem-solving skills, with a focus on sustainability.
- Ability to work effectively with diverse community groups and local authorities.
- Proficiency in project management tools and waste management software.
Compliance & Conduct:
- The consultant must comply with SPHF policies on:
- Safeguarding, anti-fraud/corruption, and ethical conduct.

- Confidentiality and data protection.
Breach of policies may result in termination.
Data Ownership:
- All work products (CAD files, PDFs, datasets, photos, notes) are the property of SPHF.
- Consultant must hand over editable source files and may not reuse/share data without SPHF’s written permission.
Change Control / Dispute Resolution / Termination:
Any change to scope, deliverables, or LOE must be requested in writing and approved by SPHF/CRS.
Disputes will be addressed per SPHF’s contracting terms.
SPHF may terminate for non-performance, misconduct, or budget constraints with notice per contract.
