District Supervisor
Positions: 06
Duty Stations: one each for Multan , Muzffar garh ,Bahawalpur, Dera Ghazi Khan ,Rahim Yar khan & Jhang
Duration: 18 days , Per days rate: PKR 8000/-
Reports to: Team Lead and Reporting & Documentation Officer
Role Purpose
The District Supervisor is the field-level leader of a team of four enumerators (2 male and 2 female). They are accountable for achieving the full daily target of completed, clean, and ethically collected surveys in their assigned districts while ensuring the safety, dignity, and cultural sensitivity of both the team and the respondents. They are the critical link between the field teams and the central management/QA structure.
Key Responsibilities
A. Team Leadership & Daily Planning
- Lead, motivate, and directly supervise a team of four enumerators (50% female).
- Prepare and share the daily work plan and village-level targets with enumerators and the Team Lead each morning.
- Allocate households, monitor progress in real time, and re-assign teams as needed to meet the daily target interviews per district.
B. Field-Level Quality Assurance
- Conduct daily accompaniment and spot-checks on at least 10–15% of your team’s interviews (observe, back-check, or validate).
- Review every completed form in the field before upload for completeness, logic, and accuracy.
- Provide immediate on-the-spot coaching and correction to enumerators.
- Upload or ensure upload of all forms and field
C. Protection, Gender & Cultural Sensitivity
- Guarantee that female respondents are interviewed by female enumerators and that local norms are strictly respected.
- Ensure inclusion of women, elderly, persons with disabilities, and minority households in the sample.
- Verify that every respondent receives a clear explanation of the assessment and gives genuine informed consent.
- Act as the first focal point in the district for any protection, gender, or safeguarding concern raised by respondents or team members and escalate immediately.
D. Ethical and Safeguarding Compliance
Enforce strict adherence to:
○ ACT and WFP Code of Conduct
○ Prevention of Sexual Exploitation and Abuse (PSEA)
○ Child Safeguarding Policy
○ Do No Harm and Data Protection principles
○ IASC Gender Handbook and Sphere Standards
Immediately report any suspected violation through established channels.
E. Coordination & Logistics Support
- Coordinate closely with the Logistics Supervisor and Safety & Security Officer on daily movement plans, vehicle use, and proof-of-life check-ins.
- Liaise with local authorities, union council secretaries, and community leaders to secure access and cooperation.
- Identify and report any access or security issues without delay.
F. Reporting & Communication
- Submit a short daily situation report (completed interviews, challenges, observations) to the Team Lead and QA Officers by 20:00 each day.
- Participate in daily evening debrief calls when signal permits.
- Contribute district-specific contextual notes for the final FSLA report.
Required Qualifications & Experience
- Bachelor’s degree (Masters preferred) in social sciences, agriculture, development studies, economics, or related discipline.
- Minimum 3 years of field supervisory experience on large-scale household surveys or emergency assessments (experience as team leader/supervisor is strongly preferred).
- Proven experience directly managing mixed-gender enumerator teams in rural, conservative areas of Punjab.
- Excellent working knowledge of ODK/KoBoToolbox (ability to troubleshoot basic issues and review forms in the field).
- Strong understanding of food security/livelihood/agriculture questionnaires.
- Fluency in Urdu and the dominant local language of the assigned district (Saraiki essential for most districts).
- Previous work in the specific assigned district is a significant advantage.

- Deep respect for cultural norms, gender dynamics, and protection principles in South Punjab.
- Zero tolerance for any form of sexual harassment, exploitation, abuse, or data fraud.
- Excellent problem-solving skills and calm demeanour in challenging field conditions.
- Willingness to spend extended periods in flood-affected rural areas with basic living conditions.
