Procurement Officer (Lahore Based)

Organization: Al-Mustafa Welfare Trust (AMWT) Pakistan

Location: Lahore, Pakistan (Lahore-based candidates only)

Reports to: Head of Operations-Procurement

Role Type: Permanent

Salary: PKR 100,000 pm (Medical Allowance, day time meal)

1. Role Purpose

The Procurement Officer will establish and lead the procurement function for AMWT in Lahore. This role is responsible for the transparent, cost-effective, and timely acquisition of goods and services (ranging from emergency relief food packs to medical equipment and construction materials) while ensuring strict adherence to international donor standards and local laws.

2. Key Responsibilities

A. Establishment of Procurement Framework (Pioneer Tasks)

  • SOP Development: Design and implement a comprehensive Procurement Manual and Standard Operating Procedures (SOPs) tailored to AMWT’s mission.
  • Vendor Pre-qualification: Conduct an extensive market survey of Lahore and Punjab-based suppliers to create a "Preferred Vendor Database" (PVD).
  • Template Design: Create standardized forms for Purchase Requests (PR), Request for Quotations (RFQ), Comparative Bid Analysis (CBA), and Purchase Orders (PO).

B. Strategic Sourcing & Market Intelligence

  • Market Mapping: Utilize deep knowledge of Lahore’s commercial hubs (e.g., Akbari Mandi for food, Brandreth Road for hardware) to secure direct-from-wholesaler pricing.
  • Value for Money (VfM): Conduct regular price benchmarking to ensure AMWT receives the highest quality goods at the most competitive rates.
  • Contract Management: Draft and manage Service Level Agreements (SLAs) with long-term vendors to lock in prices during inflation or emergencies.

C. Operational Procurement & Logistics

  • Full Cycle Management: Manage the end-to-end procurement process: Sourcing → Bidding → Negotiation → Selection → Delivery → Payment Reconciliation.
  • Quality Control: Organize physical inspections of goods at the vendor’s site or upon delivery to ensure they meet the specific standards required for humanitarian use.
  • Warehouse Coordination: Liaise with the Admin/Logistics team to ensure that procured items are stored correctly and dispatched to project sites across Punjab and beyond.

D. Financial Agility & Delegated Authority

  • Budgetary Authority: Implement and manage a Delegation of Authority (DoA) framework for Lahore operations.
  • Emergency Agility: Empower field teams by delegating authority for small-scale emergency expenditures (e.g., immediate disaster relief costs) to minimize delays, while maintaining strict post-purchase audit trails.
  • Payment Tracking: Coordinate closely with the Finance Department to ensure vendors are paid on time, maintaining AMWT’s reputation as a reliable partner.

E. Compliance, Ethics & Integrity

  • Anti-Fraud Measures: Ensure a "Zero Tolerance" policy toward kickbacks or collusion. Implement "Conflict of Interest" disclosures for all committee members.
  • Donor Compliance: Ensure all procurement files are "Audit Ready" for international donors (e.g., UK-based partners, UN agencies) at all times.
  • Vetting: Screen all vendors against global anti-terror and sanction lists.

3. Person Specification

Education & Experience

  • Education: Bachelor’s or Master’s degree in Supply Chain Management, Logistics, MBA, or a related field. Professional certification (e.g., CIPS) is highly desirable.
  • Experience: Minimum 3–5 years of experience in procurement, with at least 2 years in the NGO/International Development sector.
  • Local Expertise: Must be a resident of Lahore with a deep understanding of the Punjab-wide supply chain and vendor landscape.

Technical & Soft Skills

  • Negotiation: Proven ability to negotiate high-volume contracts in a "charity-first" mindset (saving costs to save lives).
  • Analytical: Advanced proficiency in MS Office for bid analysis and price tracking.
  • Integrity: Unquestionable ethical standing; the candidate must provide professional references specifically regarding financial integrity.
  • Language: Fluency in English, Urdu, and Punjabi (for vendor negotiations).

4. Key Performance Indicators (KPIs)

The success of the Procurement Officer will be measured by:

  1. Cost Savings: Achieving a minimum of 15-30% savings compared to market rates through strategic sourcing.
  2. Lead Time: Reducing the time from "Purchase Request" to "Delivery" by 20% within the first six months.
  3. Audit Success: 100% of procurement files passing internal and external audits without major "observations."
  4. Vendor Reliability: Establishing a database of at least 50 pre-qualified, vetted vendors across different categories.
