1. Background and Introduction:

Farmers Development Organization (FDO) is established in 1998 as a not for profit, non-governmental public interest organization and is “a company setup under section 42 of companies’ Act 2017 (Formerly Companies ordinance 1984)".

Currently, the Farmers Development Organization is one of the largest organizations in South Punjab in terms of outreach, staff, and development activities. The organization has operations all over the Punjab province. Farmers Development Organization strengthens the disadvantaged and vulnerable segments of society for the realization of their rights by means of collective action through social mobilization, capacity building, and facilitating the provision of basic amenities, livelihood support, and evidence-based advocacy. Farmers Development Organization is implementing various projects to improve socioeconomic, political, cultural, and technological aspects of society.

FDO is intended to contribute towards Punjab climate resilient action plan 2024 through capacity building in technical, operational and managerial areas of potential stakeholders and youth with knowledge and practical demonstration for climate resilient green infrastructure to address urban flooding, extreme heat wave/s and improving water insecurity through a project namely “Fostering Climate Resilient Multan”.

For this purpose, FDO is seeking the services of reputed & reliable national level consultant firm / individual to conduct a base line for assessment of targeted 10 districts climate resilient action plans, identify gaps, challenges and propose solutions related to urban flooding as duly endorsed by district administrations.

Based on the findings of study the consultant individual / firm will also develop a precise training module on the Climate Resilient cities.

2. Objectives of the Assignment

The assignment shall be carried out with following objectives.

1. To conduct a comprehensive study in selected cities of Punjab to analyze the underlying reasons for urban flooding.
2. To synthesize the findings from the baseline study with the National Adaptation plan 2023, National and Punjab Government policies and actions for Climate Resilience and international best practices on the Sponge City model to develop a comprehensive "Manual for Prevention and Control of Urban Flooding and Creating Climate Resilience through the Sponge City Model." This manual will serve as the core text for the training of Officials.
3. To raise awareness and sensitization for adaptation to climate resilience practice through multi-day training workshop for senior Government officials (Equal or Above BPS-17) from 10 districts of Punjab.
4. Draft a preliminary District- Level Action Plan for Urban Flood Management and Water Security in alignment with the Government of Punjab Climate Resilient Action Plan 2024.
