Job Title: Senior Research Associate

Project: Global fund accelerator (GFA) programme: Strengthening Health Systems in Pakistan through GHIs and the Lusaka Agenda
Objective of the Programme
The goal of GFA programme is to shift from donor-driven vertical programming to a sustainable, integrated, and government-led health system aligned with Pakistan’s universal health coverage (UHC) roadmap and the Lusaka agenda. The programme delivers targeted technical assistance (TA) across seven interlinked workstreams aimed at improving governance, financial transparency, service integration, and health system accountability.
Job Summary:
The SRA will support the Technical Leads and Programme Coordinator, taking responsibility for review of documents, preparing briefs, data analysis, synthesis, and quality assurance of draft outputs. The role involves hands-on work with budget and expenditure data, facility costing, and governance mapping.
Key Responsibilities
• Compile and analyse budget and expenditure data from federal and provincial sources, including IFMIS, ADPs, and PC-1s.
• Support fiscal space modelling by assembling baseline datasets for ATM services (2019–24) and linking them to provincial ceilings.
• Draft background sections of deliverables (governance diagnostics, exit burden reports, PPP option papers).
• Cross-check data from provincial RAs, ensuring accuracy and consistency in provincial submissions.
• Maintain the central evidence repository and ensure that all deliverables have properly cited references.
• Support the design and facilitation of provincial workshops, including MCDA exercises and PSP consultations.
• Provide quality assurance for RA-produced graphs, tables, and annexes.
Required Qualifications and Experience:
• Master’s degree in Economics, Public Health, Public Policy or Social Sciences.
• At least 5–7 years of research and analytical experience in health financing, policy or governance.
• Proficient research and analytical skills to conduct background research on health programs particularly ATM (AIDS, TB, Malaria), assist with quantitative and qualitative assessments, and service delivery data analysis
• Familiarity with Pakistan’s fiscal instruments (MTBF, COA, IFMIS, ADPs).
• Strong writing skills and ability to draft analytical sections of reports.
• Understanding of how fiscal instruments relate to health sector planning, budgeting, and program implementation.
