CHILD SAFEGUARDING:

Level 3: The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Supply Chain Officer is responsible for ensuring effective and efficient procurement, logistics, and supply chain operations in compliance with the organization’s policies and donor requirements. The role supports the timely delivery of goods and services to support program implementation, manages supplier relationships, maintains accurate documentation, and ensures transparency and accountability across supply chain processes.

KEY AREAS OF ACCOUNTABILITY:

  • Conduct all procurement activities in accordance with organizational and donor procurement policies.
  • Prepare and issue RFQs, RFPs, and tender documents for the acquisition of goods and services.
  • Evaluate supplier quotations and coordinate procurement committee meetings when required.
  • Draft and process purchase orders, contracts, and framework agreements after successful sourcing.
  • Ensure procurement files are complete and well documented.
  • Maintain a supplier database and manage vendor relationships to ensure high quality and cost-effective services.
  • Monitor supplier performance including quality, delivery timelines, and compliance with contractual terms.
  • Conduct site visits to supplier facilities and verify the quality of goods and services.
  • Coordinate the transportation and delivery of goods and materials to program sites.
  • Collaborate with warehouse staff to ensure smooth receipt and dispatch of items.
  • Track and follow up on shipments, ensuring timely delivery and resolving any delays.
  • Ensure all procurement and payments supporting documents are complete and submitted to finance for processing.
  • Track and follow up on timely payment of suppliers and service providers.
  • Maintain updated procurement and fleet trackers.
  • Assist in the preparation of KPIs report.
  • Ensure proper filing and archiving of all procurement documents.
  • Liaise with programs, finance, warehouse, and other departments to coordinate supply chain activities.
  • Perform any other tasks assigned by the supervisor.

QUALIFICATIONS AND EXPERIENCE:

  • Bachelor / Master Degree in Supply Chain Management, MBA, MPA or related education.
  • At-least 2-3 years of progressive work experience in management and coordination of humanitarian logistics, procurement and fleet management.  
  • Excellent communication and interpersonal skills
  • Good command on MS Office software with capability to develop Excel based information management databases 
  • Fluency in written and spoken English
  • Capability to work in demanding environment and strong skill in multitasking
  • Commitment to and understanding of Save the Children’s aims, values and principles
