Job Summary:

The Project Manager will lead the field-level implementation of an integrated humanitarian response in Multan, focusing on emergency and recovery, flood response, and recovery action. The role requires timely delivery of the project including budget, scope, procurement and HR management. Ensure project is implement as per humanitarian standards and donor compliance.

Key Objective 

Task descriptions

Objective # 1:

 

Technical Role

  • Lead the development of detailed workplans, procurement plans, and activity schedules in alignment with the approved project log frame.
  • Ensure timely and effective implementation of all project activities including:

a)    Water tankering, installation of water infrastructure, hygiene promotion in emergency while in recovery Water treatment unit and distribution points in the affected area.

b)    Distribution of hygiene and MHM kits

c)     Delivery of the GBV Sessions

d)    Delivery of the services to l

e)    Delivery of cash assistance and Cash for work

f)      Establishment and dissemination of IEC materials

  • Coordinate with logistics and procurement teams for timely delivery of supplies and services.

Objective # 2:

 

Programme Management

  • Supervise and guide project staff, including Social Mobilizer, BI/Data Management officer, MEAL Officer project engineer, WASH technician, and field volunteers.
  • Conduct regular team meetings, monitor performance, and provide capacity-building support.
  • Ensure team compliance with PMS policies, humanitarian principles, and safeguarding protocols.

Objective # 3:

 

Programme Financial Management

  • Prepare and monitor the project budget, ensuring compliance with organizational and donor financial policies.
  • Participate in monthly Budget vs. Actual (BVA) meetings and update budget forecasts.
  • Ensure proper utilization of seed grants allocated to social enterprise groups and women artisans.

Objective # 4:

 

Monitoring & Evaluation

  • Conduct regular field visits to monitor project activities, ensuring alignment with project objectives and standards.
  • Establish real-time data collection mechanisms to track waste collection, processing, and product development metrics.
  • Document lessons learned, best practices, and challenges to inform future programming.
  • Organize learning workshops and debriefing sessions to share findings with stakeholders.

Objective # 5:

 

Coordination/Networking/

Partnership

  • Develop partnerships with local government bodies, private sector stakeholders, and community groups to enhance project impact.
  • Liaise with local authorities (DDMA, Health, PHE), humanitarian partners, and civil society.
  • Represent PMS in district-level cluster meetings (WASH, FSL and GBV).
  • Organize and lead multi-stakeholder coordination meetings at district level.

Objective # 6:

Team Management & Capacity building

  • Supervise and mentor project staff, ensuring their professional growth and effective project delivery.
  • Organize capacity-building workshops on topics such as entrepreneurship, waste segregation, health and safety, and machinery operation.
  • Promote a collaborative work environment that promotes teamwork and knowledge sharing.

Objective # 7:

Risk Management and Adaptive Programming

  • Monitor emerging risks, including floods and heatwaves, and propose mitigation measures.
  • Support adaptive planning to respond to sudden-onset changes in the humanitarian context.
  • Ensure Do No Harm, gender equity, environmental sustainability, and accountability mechanisms are in place.

 

Job Specifications:

Education:

  • Bachelor’s degree in Development Studies, or Social Sciences (Master’s preferred)

Work Experience:

  • Minimum 5 years in humanitarian project management, with proven field-level leadership
  • At least 2 years of field experience in emergency response and anticipatory actions.

Skills and Competencies:

  • Excellent project planning, budgeting, and risk management skills.
  • Familiarity with Cash based interventions, WASH in emergency, Sphere Standards, and beneficiary tracking tools
  • Community engagement and accountability and Gender based violence.
  • Proficiency in monitoring and evaluation frameworks.
  • Effective communication and report-writing skills in English and Urdu.
