Job Summary:

 

The Admin, Logistics, and Procurement Officer will play a central operational role, managing procurement processes, coordinating logistics, and overseeing administrative functions to ensure smooth and compliant program delivery. This position ensures timely acquisition of goods and services, supports field operations with efficient transport and supply chain management, and maintains compliance with CRS policies and donor regulations. By streamlining procurement and operational support, the role directly contributes to the effective delivery of programs and responsible stewardship of resources.

Roles and Key Responsibilities: 

Procurement

  • Consult with Head of Progaming (HOP) and Head of Operations (HOOP) to identify the main types of goods and services that will be needed in near term based on the current portfolio of programs and operations and use this to conduct regular market assessments of best sources and prices.
  • Coordinate fully compliant procurement systems and operating procedures. Assess effectiveness and efficiency and recommend improvements. Contribute to ensuring compliance with CRS procurement principles, standards, policies, donor regulations, and local statutory requirements.
  • Coordinate with various departments to develop and maintain an up-to-date procurement plan with all quantities, quality and delivery requirements for goods, cash and voucher assistance (CVA) and services. Provide pricing information to assist budget holders with budget preparation.
  • Coordinate sourcing process to ensure the best value for money. Key activities include market assessments and price monitoring, defining supplier evaluation criteria, facilitating transparent and consistent bidding and vendor selection processes, quality and availability of goods assessment, and contract/purchase order preparation.
  • Ensure eligibility verification of all new suppliers before adding them to the approved supplier list.
  • Organize Bid Review Committees (BRC) if needed, and ensure they follow all BRC guidelines as stipulated in the CRS Procurement Manual.
  • Communicate with various program and operations units to coordinate and track goods/services delivery and receipt and keep everyone informed of the status. Collect information to confirm that goods/services delivered are what have been ordered in the correct quantities and quality; they arrive on schedule and at the right cost.
  • Maintain correspondence and constant contact with suppliers and vendors to follow up on the execution of contractual terms and conditions, and handle issues if needed. Monitor and report on supplier performance, noting current and/or potential issues and/or inefficiencies and assist with contract/purchase order modifications.
  • Accountable for transparency within the procurement department through ensuring a complete, accurate and up-to-date document trail of all procurement processes, vendor files, procurement and inventory database to assist with control and accountability. Prepare reports and facilitate document retrieval.
  • Following segregation of duty recommendations, work with staff person(s) assigned in admin. or logistics for receiving to resolve any quantity discrepancies between PO and supplier's delivery note/waybill.
  • Assist in the preparation of award letters, agreements, memos and letters as needed
  • Ensure vigilance against fraudulent activities in all procurement processes and keep up to date with lates guidance for fraud prevention.

Administration & Logistics

  • Coordinate and report on activities and required resources to ensure cost efficient and quality service delivery from administrative support functions.
  • Help ensure administrative systems, processes, and policies are in line with agency standards and donor and local law regulations.
  • Engage with relevant external stakeholders (government officials, landlords, service providers, etc.) on assigned administrative matters and help ensure required authorizations and documents are up to date.
  • Coordinate the efficient use and tracking of CP assets and rented facilities. Help ensure fully compliant procurement of office materials and asset management systems.
  • Help identify safety issues and ensure a safe and sound work environment.
  • Coordinate the provision of travel and logistics support and services to staff and visitors.
  • Coordinate event planning activities, including delegation visits, training and workshops
  • Maintain office records and documentation in line with CRS records management policies.

Basic Qualifications 

  • Bachelor’s degree in business administration or another relevant field.
  • With at least 5-7 years work experience in procurement/purchasing management, logistics, administration
  • Additional education may substitute for some experience.

Preferred Qualifications 

  • Master’s Degree in Business Administration or other relevant degree.
  • Preferably with experience in an international organization.
  • Knowledge of market assessments. Professional certification is a plus.
  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems.

Travel - Must be willing and able to travel up to 30%.
