Position Objectives:

  • The Project Officer will support the overall coordination, implementation, and monitoring of doner interventions in Health, WASH, and Multi-Purpose Cash Assistance (MPCA) for conflict- and flood-affected IDPs and host communities in Bajaur. This role ensures that activities are implemented on time, within budget, and in line with donor and organizational standards, while fostering strong coordination with authorities, service providers, and community structures.

Specific Duties, Responsibilities, and Accountabilities:

  • Program Implementation & Coordination

Support the Program Manager in ensuring timely, quality, and effective delivery of Health, WASH, MPCA, and protection interventions.

Liaise with the District Secretary on the implementation of programmatic activities.

Assist in developing detailed activity plans, ensuring implementation is aligned with project objectives, donor requirements, and PRCS/IFRC standards.

Conduct regular field visits to monitor project sites, mobile health teams, WASH interventions, cash/voucher distributions, and NFI support.

Facilitate coordination between field teams, technical staff, and support departments (logistics, finance, procurement) for smooth implementation.

Ensure strong collaboration with district administration, health authorities, PDMA, and line departments at provincial and national levels.

Liaise with district health authorities to coordinate project-related activities.

9

Develop and regularly update a monthly deployment plan for mobile health units.

10

Prepare and submit comprehensive reports on all ECHO project indicators.

11

Ensure client exit interviews are conducted at mobile clinics to assess and improve service quality.

Monitor staff attendance and strengthen accountability mechanisms.

Must have prior experience in implementing ECHO projects, along with strong report-writing skills.

Financial & Compliance Oversight

Monitor spending against budget allocations, ensuring timely utilization of resources in line with donor and organizational policies.

Ensure compliance with donor regulations and PRCS financial/administrative procedures.

Maintain up-to-date compliance records and ensure proper documentation of project activities, procurements, and distributions.

Monitoring, Evaluation & Reporting

Support M&E teams in baseline, endline, and ongoing data collection for project indicators.

Facilitate post-distribution monitoring (PDM) for CVA and WASH interventions, ensuring lessons learned are incorporated.

Prepare high-quality narrative reports (monthly, quarterly, and final) for internal use and donor submission.

Develop case studies, success stories, and communication materials in line with the project’s communication and visibility plan

CVA & Beneficiary Management

Coordinate with the CVA service provider and ensure accurate beneficiary identification, registration, and disbursement processes.

Support reconciliation of CVA payments, beneficiary verification, and resolution of complaints/feedback.

Ensure beneficiary targeting is transparent, inclusive, and sensitive to gender, age, and vulnerability factors.

Capacity Building & Representation

Provide technical guidance and on-the-job coaching to field teams and volunteers.

Represent PRCS in relevant district-level coordination forums, sectoral working groups, and stakeholder meetings.

Strengthening community engagement approaches to promote accountability and feedback mechanisms.

 

Education

 

Master’s degree in project management, Social Sciences, Public Health, Development Studies, or related field.



Experience

 
  • Minimum 5–7 years’ professional experience in project or program management, preferably in emergency/humanitarian contexts.

  • Proven experience in at least two of the following sectors: Health, WASH, CVA/MPCA, Disaster Risk Management, or Protection.

  • At least 3 years of field-level implementation experience, preferably with INGOs, UN agencies, or the Red Cross/Red Crescent Movement.

  • Experience in project cycle management (planning, implementation, monitoring, evaluation, reporting).

  • Strong background in data collection, reporting, and compliance with donor-funded projects.

 

Skills / Knowledge

 
  • Strong coordination, leadership, and organizational skills.

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint); knowledge of data tools (Kobo/ODK) an advantage.

  • Excellent writing and reporting skills.

  • Strong interpersonal, negotiation, and problem-solving abilities.

  • Ability to work under pressure, in challenging field environments, and with diverse teams.

  • High integrity, accountability, and commitment to humanitarian principles.

  • Language: Fluency in Urdu, Pashto, and English (spoken and written).

Extensive travelling/travel to field locations as required
