The Aga Khan Health Service, Pakistan (AKHS, P) is seeking an experienced and dynamic Manager Finance to join its Finance Team at the Central Office, Karachi.
Reporting to the Chief Financial Officer (CFO), the Manager Finance will lead finance operations across the central and regional offices of AKHS, P. The incumbent will be expected to uphold and promote an institutional culture based on the highest moral standards and ethical values, including excellence, empathy, tolerance, fairness, and respect.
S/he will serve as a key partner in translating strategic policy directions, in collaboration with the CFO and other Finance Managers. The role requires close coordination with senior management to ensure effective implementation of program activities within approved budgets, as well as mentoring department heads and managers on all financial functions in line with institutional guidelines.
Key Responsibilities:
Leadership and institutional collaboration:
- Ensure periodic meetings within finance and with other department and timely actions on agreed plans.
- Facilitate communication and collaboration with and among various departments to address the needs of the collective institutional goals.
Management
- Periodically review financial processes and systems to ensure accurate and complete reporting of financial transactions on a timely basis.
- Assist with identifying areas of risk and providing recommendations and action plans for addressing issues raised
- Monitor the finance team for compliance with institutional policies and SoP’s resulting in compliant general ledger and financial statements
- Assist in reviewing all contractual arrangements with suppliers of goods and services to ensure that the financial terms and conditions of all contracts are being adhered.
- Report and rectify any case of non-adherence for timely action and recommendations for actions/decisions, as necessary
- Maintain and manage GL and accounting records as per the applicable accounting standards.
- Control and manage all institutional payments, ensuring that payments are processed and prepared in adherence to the respective policies and SOPs.
- Ensure compliance of applicable federal and provincial income and sales tax rules and regulations, which covers deduction of withholding tax and filing of the monthly return.
- Review monthly inventory, debtors and creditors ageing analysis.
- Lead the implementation of regulatory requirements as per institutional policy on AML/CT and KYC.
- Prepare analysis and short term/long term plans for new initiatives.
- Lead in developing robust internal control to detect errors and frauds.
- Manage and finalize FAR (Fixed asset Register).
- Ensure timely and accurate submission of reports to Government authorities pertains to tax/legal related matters.
- Coordinate the pre-audit preparations for financial management to be audit-ready and complete the pre-audit checklist. Manage the audit process in accordance with regulations, policies, and procedures.
- Follow up and/or take prompt action to respond to the audit and other findings on financial management.
- Write responses to internal and external audit inquiries and other findings related to financial management for review/approval by CFO
- Submit financial information for the timely preparation of reports.
- Monitor the effectiveness of the services of the finance team on a regular basis to ensure a close relationship between the finance department and operations / program team and take corrective measures as needed.
- Follow up with tax consultants or/and concerned government department for tax related matters.
- Respond to questions and provide analysis as requested to funding partners and donors.
- Travel to the regions as necessary to assist, monitor, train and supervise financial management of the regional offices.
- Undertake other duties and responsibilities as may be required from time to time.
Education, Experience & Competencies
- Qualified / Part-qualified ACA, ACMA, ACCA, or Master’s degree (preferably in Finance) from a nationally or internationally recognized university.
- Minimum 5 years of relevant professional experience, preferably within a large healthcare organization
- Comprehensive knowledge of financial systems, International Financial Reporting Standards (IFRS), and statutory/tax regulations
- Excellent communication skills in English and Urdu (both verbal and written)
