Expression of Interest (EoI) for Data Base Officer
(National Commission on the Rights of Child)

Location: Islamabad

Contract Type: Consultant

Duration: Contract based (initially for 6 months) extendable subject to satisfactory performance / project extension and approval of the UNICEF.

Objective and Rationale:

To ensure the effective management, integrity, security, and functionality of the database systems supporting child rights monitoring and related development indicators through a centralized, integrated Management Information System (MIS).

Key Tasks of Data Base Officer:

  1. Database Development and Administration
    Design, develop, and maintain relational databases to store and manage data related to child protection, education, health, gender, disability and other social indicators.

  2. Data Entry and Quality Assurance Protocols
    Develop and monitor validation protocols to ensure accuracy, consistency, and completeness of child-related data collected from district, provincial, and national levels.

  3. Child Rights Data Mapping and Classification
    Structured database fields in alignment with child rights frameworks (UNCRC, SDG 16.2, 4.1, 5.3), covering case types such as abuse, neglect, trafficking, child labour, and juvenile justice.

  4. Data Integration and Interoperability
    Enable integration of the MIS with external systems like CPIMS+, CRVS, NADRA, Police FIR systems, and helplines, using APIs and ETL tools to ensure smooth data flow.

  5. Data Security and Privacy Compliance
    Implement robust security protocols, including encryption, secure login, role-based access, and data backup, ensuring compliance with Pakistan's Data Protection Bill and GDPR-equivalent standards.

  6. Dashboard & Reporting Tools Development
    Build data visualization dashboards for performance tracking, UNCRC reporting, KPI monitoring, and national-level accountability.

  7. Capacity Building
    Conduct regular training for NCRC staff to ensure quality data handling and system use.

  8. Cross-Sectoral Data Consolidation
    Enable MIS to integrate and analyse data on Child Labor, birth registration, trafficking, juvenile justice, child marriage, school dropouts, etc.

  9. Support for MIS & Reporting Dashboards
    Work with MIS/IT teams to ensure back-end data structures support front-end dashboards, real-time monitoring, and auto-generated reports for policy and program decisions.

  10. Support to M&E and Policy Units
    Provide cleaned, validated data sets to Monitoring and Evaluation teams and contribute to data visualization, analysis, and fact-sheet development.

  11. Documentation and Standard Operating Procedures (SOPs)
    Develop technical documentation, user guides, database dictionaries, and SOPs for efficient system use and institutional memory.

  12. Child-Sensitive and Ethical Data Practices
    Ensure all data handling is aligned with child protection principles, including safeguarding of survivor / complainant identity, non-judgmental classifications, and ethical use protocols.

  13. Compliance and Confidentiality Agreement
    Uphold confidentiality agreements, sign non-disclosure undertakings, and strictly follow the organization’s Child Protection Policy, Code of Conduct, and Ethical Guidelines.

  14. Any other assignment and role approved by the Chairperson-NCRC.

Qualification and Experience Required:

  • Bachelor’s degree in computer science, Database Management, Data Science, or Information Systems or relevant field.

  • Minimum 03 years of experience managing databases in development or child rights-focused projects.

  • Proven knowledge of SQL, rational databases, data validation techniques, and data security protocols.

  • Familiarity with child protection data standards, national MIS practices, and donor reporting formats (UNICEF, UNDP, EU).
