Jhpiego seeks one Monitoring, Evaluation, Research and Learning (MERL) Coordinator in Islamabad for a multifaceted project to support the anticipated introduction of HPV vaccine in Pakistan.

Responsibilities:

Monitoring & Evaluation:

  • Support the MERL Manager in developing and implementing the MERL work plan for the project.
  • Design and implement the program’s MERL framework, including indicators, targets, data sources, and reporting timelines.
  • Develop, adapt, and maintain data collection tools and digital platforms (e.g., Kobo, ODK) to ensure timely and reliable data.
  • Monitor project progress, identify bottlenecks, and provide data-driven feedback to technical teams and government partners.
  • Ensure accurate documentation, data quality checks, and routine updates for donor and government reporting.
  • Provide regular progress updates and support the preparation of technical reports, presentations, and donor deliverables in collaboration with the technical team.
  • Produce dashboards, analytical reports, and visualizations that communicate progress and gaps to stakeholders.

Research & Learning:

  • Support operational research, surveys, and special studies related to HPV vaccine introduction, cervical cancer prevention, and demand generation.
  • Synthesize and package evidence into briefs, reports, presentations, and peer-reviewed publications.
  • Document lessons learned and best practices, ensuring they are shared with policymakers, partners, and global platforms.
  • Facilitate peer learning, and evidence-sharing forums with civil society, professional associations, and global agencies.
  • Build capacity of project and partner staff on evidence use, data interpretation, and adaptive learning.
  • Support documentation of learning, case studies, and best practices for sharing at national, regional, and global levels.
  • Contribute to the design, implementation, and analysis of the post-campaign Knowledge, Attitudes, and Practices (KAP) study.

Required Qualifications & Experience:

  • University degree in public health, sociology, demography, statistics, or other social science; master’s degree preferred.
  • 6 to 7 years of working experience supporting technical or programmatic activities (experience with health facility setting a plus).
  • At least 3 years of experience in data collection, processing, and analysis, database development.
  • Strong M&E experience and good knowledge of M&E approaches and tools.
  • Experience developing and maintaining dashboards to track project activities, findings, and progress Knowledge of DHIS2 tracker and knowledge of systems and platforms for routine data collection.
  • Good analytical and problem-solving skills, with a strong eye for detail.
  • Experience in monitoring and evaluation of health projects and ability to draft good quality project/donor reports.
  • Skillful in complying with and monitoring data quality checks.
  • Excellent time management skills and Knowledge of different data analyses software, such as SPSS, MS Excel and Epi Info etc.
  • Experience with GIS software and mapping preferred.
  • Excellent written, oral and presentation skills in English.
