Objectives
The consultant is expected to conduct 7 orientation sessions:
- 2 (1 day) provincial and district level action-oriented sessions with government officials
- 2 (1 day) provincial and district level sessions with lawyers and women’s rights activists
- 2 (1 day) provincial and district level sessions with judges
- 1 (I day) provincial and district level sessions with nikah registrars
Scope of Work
To achieve the above objectives, the Resource Person will be closely working with the focal person to conduct these sessions for the government. Officials, judges, lawyers, women's rights activists and nikah registrars as per agreed scope of work given as under:
- Deliver seven (7) contextualized orientation sessions tailored to each target group across Punjab and Sindh.
- Develop and submit an orientation plan for approval by Organization covering:
- Overview of MFLO 1961, implementation challenges, provincial best practices, and amendment gaps to safeguard the rights of women in marriage and divorce
- Women’s key legal rights, including mehr, delegated divorce, maintenance, financial compensation, and correct nikah nama registration etc (with practical demonstrations and group work on correct filling of nikah naam and its impact with relevant stakeholders)
- Role and responsibilities of stakeholders to safeguard women’s rights)s
- Identification and discussion of gender bias, cultural issues, legal loopholes, and procedural gaps weakening women’s legal protections and inclusion of lessons learnt from past experience, field issues (district and provincial level)
- Capacitation of government officials on the Muslim Family Laws Ordinance (MFLO), with brief orientation on related complementary laws for women’s protection (Women Protection Act, Dissolution of Muslim Marriage Act, Dowry Act, Child Marriage Restraint Act, etc.), followed by joint action plan development with relevant departments to address implementation gaps.
- Creation of support systems with women’s rights activists and lawyers
- Ensure participatory and adult-learning-focused training methodologies, including documentaries, reflections, case studies, group and pair exercises etc, including a feedback mechanism.
- Revise and contextualize the session manual and materials.
Deliverables
- Hold seven (7) orientation sessions across Punjab and Sindh, contextualized for each target group:
- 2 (1 day) provincial and district level sessions with judges
- 2 (1 day) provincial and district-level action-oriented sessions with government officials
- 2 (1 day) provincial and district level sessions with lawyers and women’s rights activists
- 1 (I day) provincial and district level sessions with nikah registrars
2- Revision and contextualization of session manuals, handouts, and materials based on feedback and latest developments.
3- Submission of detailed session agendas, plans, presentations and relevant materials.
4- Use of varied interactive training methodologies, including case studies, documentaries, reflections, group work, and presentations.
5- Submission of a comprehensive training report including participant feedback, lessons learned, recommendations, action plans, and follow-up recommendations for continued capacity building and support.
