Background
Legal Aid Society (LAS) is working with the Governments of Punjab, KPK, and Sindh, alongside the Ministry of Law and Justice, in collaboration with the United Nations Population Fund (UNFPA), to strengthen the state’s response to instances of sexual violence in the provinces. The project revolves around creation of Sexual Violence Response Frameworks, multi-sectoral training sessions to increase coordination, and the implementation of the Anti-Rape (Investigation and Trial) Act 2021 and the accompanying Rules.
As part of its mandate to enhance institutional coordination and state response mechanisms, LAS continues to work with provincial and federal authorities to strengthen implementation frameworks, standardize medico-legal processes, and scale up survivor-centered models across Pakistan.
The Assistant Manager (Consultant) will be responsible for driving LAS’s advocacy and strategic engagement under the Strengthening State’s Response to Sexual Violence project, focusing on ICT and Khyber Pakhtunkhwa (KPK). The consultant will oversee advocacy coordination, facilitate multi-stakeholder consultations, lead policy communication initiatives, and ensure technical supervision and quality assurance for two advocacy team members. A key deliverable includes completion of assessments for the establishment of two Anti-Rape Crisis Cells (ARCCs) in KPK and ensuring endorsement of space allocation.
Key Responsibilities
The Assistant Manager (Consultant) will be responsible for:
- Facilitating and coordinating high-level consultations and advocacy engagements with relevant institutions, to advance the institutionalization of a standardized curriculum on GBV response in medical and academic institutions.
- Coordinating and overseeing the formal launch and dissemination of the Bench Book for GBV Court Judges on case law.
- Planning and executing a comprehensive three-day training program for GBV Judges representing Sindh, ICT, Punjab, Balochistan, and Khyber Pakhtunkhwa.
- Leading the organization and implementation of the provincial launch of the Sexual Violence Response Framework in Khyber Pakhtunkhwa.
- Ensuring that the assessments for establishment of two ARCCs in KPK take place and that requests for space allocation.
- Representing LAS at high-level events and meetings in KPK and ICT as required.
- Providing technical supervision and quality assurance support to two team members for advocacy through regular check-ins, feedback, and progress reviews.
- Driving LAS’s advocacy and strategy implementation in ICT and KPK, in collaboration with provincial stakeholders, partners, and government departments.
Minimum Required Expertise and Qualifications
- Bachelor’s or Master’s degree in Law, Public Policy, Social Sciences, or related disciplines.
- Minimum 3–5 years of progressively senior and relevant experience in advocacy, stakeholder engagement, or project management within the development or justice sector.
- Demonstrated experience in coordination with government departments, UN agencies, or civil society partners.
- Proven skills in strategic planning, documentation, and team supervision.
