Junior National - E4H KP Programme Officer
Programme Overview
Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme aimed at strengthening Pakistan's healthcare system, thereby decreasing the burden of illness and saving lives. E4H provides technical assistance (TA) to the Federal, Khyber Pakhtunkhwa (KP), and Punjab governments, and is being implemented by Palladium along with Oxford Policy Management (OPM).
Through its flexible, embedded, and demand-driven model, E4H supports the government to achieve a resilient health system that is prepared for health emergencies, responsive to the latest evidence, and delivers equitable, quality, and efficient healthcare services. Specifically, E4H delivers TA across three outputs:
Output 1: Strengthened integrated health security, with a focus on preparing and responding to health emergencies, including pandemics.
Output 2: Strengthened evidence-based decision-making to drive health sector performance and accountability.
Output 3: Improved implementation of Universal Health Coverage, with a focus on ending preventable deaths.
Position Summary
The Programme officer will work with E4H's Team Lead KP and the Provincial Coordinator to support the day-to-day management and implementation of programme activities. S/he will support (1) the technical assistance (TA) identification process (e.g., set-up government consultation meetings, note-taking, background research, terms of reference drafting), (2) enable the implementation of approved TA activities (set-up and coordinate consultant meetings, organise KP-level events, maintain TA tracking documentation), and (3) monitor progress toward agreed results (outputs and outcomes).
This is a short-term (3-month) role, focused on ensuring continuity of operations and support to technical assistance implementation and reporting in KP.
Responsibilities
- Coordinate and schedule consultations/meetings with government partners, TA providers (consultants), other implementing partners, and donors.
- Take detailed notes/minutes during consultation meetings and ensure accurate documentation. Track the implementation of agreed action points.
- Conduct background research on relevant topics to inform TA initiatives.
- Maintain the weekly KP-level TA activity tracker; update the tracker with the latest progress, including completed deliverables and reimbursable computations in coordination with the team.
- Track progress against the quarterly KP-level workplan
- Support in preparing quarterly and annual programme reports by compiling data, progress updates, and success stories.
- Onboard new TA teams, conduct inception meetings, and introduce them to E4H, HSRU, and relevant government units.
- Ensure regular coordination with HSRU and TA teams for smooth delivery of activities, including reviewing progress and deliverables.
- Support planning, coordination, and documentation of TA-related events including workshops, consultations, field visits, and stakeholder engagements.
- Prepare the first draft of key documents such as Terms of Reference (ToRs), success stories, Steering Committee Meeting packages (Presentations, working paper, agenda), presentations for FCDO catchup meetings and official communications.
- Ensure proper filing/management of all deliverables, government notifications, and programme documents.
- Review draft deliverables submitted by consultants and provide initial feedback before final internal review.
- Follow up with consultants and technical teams to monitor and support the implementation of TA activities.
- Follow up with QA team on timely submission of deliverables and any feedback to be addressed.
- Maintain other programme monitoring tools and document progress against E4H’s logframe targets quarterly. Work with the KP Coordinator to document agreed means of verifications and milestones.
- Support in the documentation of lessons learned and success stories for the KP component.
- Facilitate the implementation of qualitative assessments and stakeholders’ satisfaction surveys in close collaboration with the programme team.
- Other duties as assigned.
Reporting/Supervision
- The Programme Officer will report to Provincial Coordinator.
Key Competencies Required
- Degree in Public Health, Epidemiology, International Development, Development studies, Management studies or related field.
- At least 5+ years of relevant experience in the health sector; experience with the Department of Health highly desired. Strong preference for candidates with existing knowledge across at least one of E4H’s technical outputs.
- Evidence of technical knowledge of Pakistan’s health sector and KP-level mandates.
- Proven ability to organise events and manage logistics, including coordinating with government stakeholders.
- Previous experience monitoring programme/project progress.
- Proven ability to design clear and attractive presentations and other communication documents.
- Excellent command of written and spoken English.
- Ability to multi-task and meet tight deadlines.
