CHILD SAFEGUARDING:

Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required.

ROLE PURPOSE:

The Consultant will be primarily responsible to support the Program Operations Team in coordination and implementation of Emergency Response and Anticipatory Action Programming during the monsoon period. Although the project implementation is primarily through local partners across the country S/He will support partners for ensuring high quality program delivery; and is expected to represent the organization at provincial and district level while ensuring participation at meetings with INGOs, UN and stakeholders.

KEY AREAS OF ACCOUNTABILITY:

The Consultant will be responsible for Partner/Stakeholder coordination, Quality Oversight and monitoring of the following deliverables:

  • Targeted coordination meetings to foster collaboration and streamline interventions, ensuring alignment with anticipatory action objectives.
  • Stakeholder’s identification and mapping through a needs assessment for coordinated anticipatory actions.
  • Support implementation in the target districts through implementing partners (IPs), ensuring the successful execution of project activities
  • Support in capacitating Education Sector Working Group and other sectors for implementation of Anticipatory Action, Protection, Gender & Inclusion and GBV.
  • Support partner staff in capacity strengthening of teachers, children and communities on risk assessments and readiness.
  • Support in development of school readiness and evacuation plans, disaster mitigation measures while ensuring safety and continuity of learning.
  • In consultation with the MEAL section and technical advisor, ensure that all project implementation plans incorporate appropriate monitoring and impact assessment mechanisms and tools.
  • Coordinate with SC and partner MEAL teams to ensure proper documentation, data collection, and monitoring of project deliverables.
  • Ensure quality assurance during collection, analysis, and dissemination of research and other relevant data.
  • Maintain & facilitate close coordination with relevant stakeholders, including government line departments, district and provincial administration, clusters, INGOs/ NGOs, and other stakeholders at the provincial and district levels.

QUALIFICATIONS 

  • Master’s degree in environmental sciences, developmental studies, or related discipline 

EXPERIENCE AND SKILLS

Essential

  • At least 5 years of experience in Project Management in Pakistan context.  
  • Previous experience of working in a similar role with a humanitarian organization in a development and in a natural / human induced emergency context.
  • Awareness and knowledge of Anticipatory Action Projects and their relevance to the humanitarian emergency in Pakistan.
  • Experience in program coordination and community participatory methods for community development and mobilization.
  • Ability to represent organization at different forums and highlight the program highlights.
  • Ability and willingness to be flexible and accommodating in difficult and sometimes insecure contexts, including flexibility to work with incoming emergency response teams.
  • Ability to coordinate with govt. departments and represent SCI.
  • Proficiency in relevant data collection and analysis.
  • Willingness to travel to field sites.
  • Proficient in speaking and written English and Urdu.
