Junior National - Graphic Designer

FED TA: Revision of Lady Health Supervisors (LHSs) Curriculum/ Training Manual in Urdu Language

Programme Overview 

Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme aimed at strengthening Pakistan's healthcare system, thereby decreasing the burden of illness and saving lives. E4H provides technical assistance (TA) to the Federal, Khyber Pakhtunkhwa (KP), and Punjab governments, and is being implemented by Palladium along with Oxford Policy Management (OPM).

Through its flexible, embedded, and demand-driven model, E4H supports the government to achieve a resilient health system that is prepared for health emergencies, responsive to the latest evidence, and delivers equitable, quality, and efficient healthcare services. Specifically, E4H delivers TA across three outputs:

Output 1: Strengthened integrated health security, with a focus on preparing and responding to health emergencies, including pandemics.

Output 2: Strengthened evidence-based decision-making to drive health sector performance and accountability.

Output 3: Improved implementation of Universal Health Coverage, with a focus on ending preventable deaths.

Position Summary

The overall objectives of the technical support will be to revise and modernise the LHS curriculum to ensure it equips supervisors with the necessary technical, supervisory, and leadership skills to improve service delivery at the community level and enhance the performance of the LHW program.

Scope of Work and Methodology

The team will work closely with the Ministry of NHSR&C and LHWs Programme Managers at provincial / area level. Below is a list of the sequence of activities that the consultants will be expected to undertake.

  • Conduct a desk review of existing LHS curriculum/ training manual, relevant national policies and strategic plans, evaluation reports, and global best practices
  • Prepare an inception report with a methodology, work plan, and stakeholder engagement strategy
  • Undertake a national-level consultation with technical experts, programme managers, provincial DOHs, and training institutions
  • Identify gaps in the existing training manual of LHS
  • Define core and cross-cutting competencies required by LHSs
  • Develop a competency-based curriculum/ training manual in Urdu language including updated learning objectives, manuals, and sequencing
  • Design contents for pre-service training aligned with revised LHWs curriculum/ Training manual
  • Integrate competency-based training, supervisory checklists, and evaluation tools
  • Develop facilitator guides, session plans, participant manuals, and presentations
  • Share with stakeholders the draft package for feedback and quality assurance
  • Finalise the revised curriculum package based on stakeholder feedback

Focal points nominated by the Director General (Health) including Deputy Director (PHC), DHO ICT and other relevant staff of the M/o NHSR&C and DOHs will be actively engaged, where possible, in the activity for capacity development regarding training design development.

The level of effort (LOE) for the role is Maximum 10 days from Sep 01, 2025 –Dec 31, 2025.

Requirement

Technical Expertise

  • Bachelor’s degree or professional diploma in graphic design, visual communication, multimedia arts, or a related field.
  • Minimum 5 years' of experience in designing visual products monitoring reports, dashboards, briefs, and infographics.
